About this file
This document is a clarifying questions response issued by Clackamas County, Oregon, Department of Public Health for RFP 2026-44 regarding UV disinfection equipment for wastewater applications at the Kellogg Creek Water Resource Recovery Facility. The RFP solicits a complete UV disinfection system consisting of two identical channels with three UV banks each, capable of delivering a minimum T1 bacteriophage Reduction Equivalent Dose of 24 mJ/cm2 at peak flow and treating flows up to 24 million gallons per day. The system must operate in outdoor conditions with temperature extremes from -3 to 116 degrees Fahrenheit and comply with Oregon Structural Specialty Code seismic requirements. All electronic controls must be compatible with the Siemens Simatic Step 7 TIA platform to integrate with the facility's existing logic control system. The proposal closing date is June 24, 2026, at 2:00 PM Pacific Time, with a deadline for clarifying questions of June 16, 2026, at 5:00 PM Pacific Time. The contract term extends from the effective date through May 31, 2028, with project phases including supplier selection and final design development in Spring-Summer 2026, contractor selection and price negotiations in Fall 2026, equipment submittals and lead time in Fall 2026-Spring 2027, and installation in Spring-Summer 2027.
The clarifying questions response addresses six technical and administrative inquiries from prospective bidders. Key determinations include: on-site installation service is mandatory with remote installation assistance not acceptable; a signed NDA is required before validation reports can be released; redundant CPU systems are not required provided UV banks default to 100% power upon CPU failure to ensure continued disinfection; deviations from technical specifications are permitted if clearly noted in proposals; alternative control system vendors such as ABB may be proposed with evaluation based on integration capability with the existing Siemens SCADA system; and alternative enclosure manufacturers such as Saginaw may be approved with proper deviation documentation. Proposers must demonstrate significant experience with at least ten operational municipal UV systems and provide independent third-party bioassay validation reports complying with NWRI and USEPA protocols. The procurement includes required insurance coverage of $1,000,000 professional liability per occurrence with $2,000,000 annual aggregate, $1,000,000 commercial general liability per occurrence with $2,000,000 annual aggregate, and $500,000 automobile liability per occurrence.
