About this file

This is a clarifying questions response document issued by Clackamas County, Oregon on behalf of Clackamas Water Environment Services for RFP 2026-44 concerning UV disinfection equipment for wastewater applications at the Kellogg Creek Water Resource Recovery Facility. The document addresses three key technical clarifications submitted by interested proposers: (1) warranty requirements for the UV transmissivity monitor, clarifying that a 1-year warranty for the instrument or a 3-year extended warranty for the transmitter is acceptable; (2) uninterruptible power supply (UPS) specifications, confirming that only one UPS unit is required for the system control panel cabinet with 150% sizing for 45-minute battery backup and dry contact wiring to PLC inputs; and (3) geotechnical engineering services, explicitly stating that such services are not included in the current RFP scope nor anticipated in future project phases. The proposal closing date is June 24, 2026, at 2:00 PM Pacific Time through the BidLocker electronic portal, with a clarifying questions deadline of June 16, 2026, at 5:00 PM Pacific Time.

The clarifying questions document serves solely to provide technical interpretation and does not alter or amend the original RFP terms. Proposers are expected to submit preliminary price quotes broken down by line items for design services (not to exceed $40,000), UV equipment, construction support, and maintenance services. The evaluation will score proposals on proposer qualifications (0-30 points), equipment suitability (0-40 points), and costs including life-cycle considerations (0-30 points). Payment will be structured as 10 percent upon purchase order placement, 50 percent upon equipment delivery, 35 percent upon commissioning completion, and remaining retainage per county standards. The contract term runs through May 31, 2028, with installation scheduled for Spring-Summer 2027. Proposers must demonstrate significant experience with at least ten operational UV systems and hold professional liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate.

REQUEST FOR PROPOSALS #2026-44

UV DISINFECTION EQUIPMENT FOR WASTEWATER APPLICATIONS

RESPONSE TO CLARIFYING QUESTIONS

#1 Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.

1. The reference in 46 56 00 Section 1.05 B.6.a to the 5 year warranty is to the online UV Transmissivity Monitor?

A. A 1-year warranty for the instrument is acceptable, as is a 3-year extended warranty for the monitor (which we take to mean the transmitter).

2. 2.06 B.4.e. Uninterruptible Power Supplies (UPS): Single battery backup units with bypass switch. UPS unit shall be sized to provide 150% of the cabinet load for 45 minutes. UPS units shall provide emergency backup power to the PLC in the event that both the primary and secondary 120VAC power feeds are lost. Each UPS unit shall be equipped with dry contacts wired to PLC inputs to indicate UPS unit failure and UPS on battery

A. We confirm that only one (1) UPS is required for the system control panel cabinet.

3. Is the consultant team is required to provide geotechnical engineering services as part of this scope, or if that data/report will be owner-furnished?

A. Geotechnical work is not included in the scope of this RFP nor anticipated in future project phases
