About this file

This document is a Response to Clarifying Questions #2 issued by Clackamas County, Oregon, for Request for Proposals #2026-20 concerning janitorial services at the Milwaukie and Concord Community Centers. The clarification document addresses vendor inquiries regarding scope of work specifications, pricing methodologies, and operational requirements. Key clarifications indicate that this is not a prevailing wage contract, that floor and carpet maintenance costs must be included and priced based on provided square footage, and that polished concrete restoration is excluded from required services. The county confirmed that incidental services including ceiling and wall air grill vacuuming, light fixture lens cleaning, exterior entry area cleaning, spot cleaning of high-traffic areas, and spot shampooing of carpeted areas are all included within the scope of work rather than billed separately. Regarding equipment and chemical storage, the county indicated that on-site storage may be available depending on quantity, though vendors are generally required to store items off-site.

The document confirms that quoters must submit not-to-exceed monthly pricing for standard cleaning services along with hourly rates for on-call and emergency services. Mandatory qualifications require bloodborne pathogens and hazard communications training, English language proficiency, background clearance eligibility, uniforms with identification, and provision of all cleaning equipment and chemicals subject to county approval. Insurance requirements include Professional Liability ($1,000,000 per occurrence/$2,000,000 annual aggregate), Commercial General Liability ($1,000,000 per occurrence/$2,000,000 annual aggregate), and Automobile Liability ($500,000 per occurrence). A mandatory pre-quote walkthrough is scheduled for March 31, 2026, at 10:00 AM PST, with quotes due electronically by April 8, 2026, at 2:00 PM PST and binding for 60 days. The RFQ does not specify set-aside designations, disadvantaged enterprise restrictions, or preferences for particular organization types, and no incumbent vendors are identified.

Janitorial Services- Milwaukie and Concord Community Center

RESPONSE TO CLARIFYING QUESTIONS #2

March 23, 2026

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.

1. Is this a Prevailing wage contract?

Answer: No

2. Do you want us to include cost for floors, carpets? RFP mentions (“The on-site supervisor(s) shall also schedule and coordinate the maintaining and/or restoration of all resilient/hard surface flood finishes, carpet cleaning, and interior window cleaning. All floor restoration projects, and window cleaning shall be scheduled seven (7) days in advance with Building Management.) should we price the Sq. ft provided, or per sq. ft pricing for all floor care, or will this be negotiated once janitorial services are in place?

Answer: Please include costs for the floors and carpets. Please price using the square footage provided.

3. Is polished concrete included in restoration items needed to be price?

Answer: No

4. Incidentals : Is this part of the scope or billed separately once requested by facilities?

• Per schedule, vacuum or wash all ceiling and wall air grills.

• Per schedule, clean lens covers on all light fixtures.

• Clean all exterior entry areas and clean as necessary both sides of all entry-related glass doors and associated interior glass panels and frames.

Spot check and clean high traffic and heavily soiled areas. Spot shampoo carpeted areas.

Answer: Yes, this is part of the scope.

5. Wondering if this can be kept in closet, does this apply to cleaning equipment as well? ( Vendor will be required to provide their own chemicals and store them off site)

Answer: It's likely that we will be able to find storage on-site for vendor items - depending on quantity.
