About this file
This document contains clarifying questions and responses for Request for Quotes #2026-20 issued by Clackamas County, Oregon, for janitorial services at two community centers. The solicitation seeks janitorial services for the Milwaukie Community Center (18,000 square feet with 7,000 square feet of carpeting) requiring three weekly cleaning shifts totaling 32 man-hours per week, and the Concord Community Center (44,543 square feet with mixed flooring surfaces) requiring twice-weekly cleaning with 24 man-hours per week plus on-call support services. Quoters must submit not-to-exceed monthly prices for standard cleaning, hourly rates for on-call and emergency services, and pricing for exception cleaning services. A mandatory pre-quote walkthrough was scheduled for March 31, 2026, at 10:00 AM PST at the Milwaukie Community Center with required sign-in attendance. Electronic quote submissions via Bid Locker were due by April 8, 2026, at 2:00 PM PST, with quotes remaining binding for 60 days. The RFQ evaluation criteria include firm experience, staff experience, pricing, references, and project completion timeline using subjective criteria rather than lowest price alone.
Mandatory qualifications for contractors include bloodborne pathogens and hazard communications training, English language proficiency, background clearance eligibility, uniforms with identification, and provision of all cleaning equipment, chemicals, and supplies subject to county approval. Required insurance includes Professional Liability ($1,000,000 per occurrence/$2,000,000 annual aggregate), Commercial General Liability ($1,000,000 per occurrence/$2,000,000 annual aggregate), and Automobile Liability ($500,000 per occurrence). The county supplies restroom consumables and dispenser servicing while contractors maintain janitorial logs and daily inspection standards. The RFQ contains no set-aside designations, disadvantaged enterprise restrictions, or preferences for particular organization types, and no incumbent vendors or current contractors are identified. Contract duration, anticipated award value, and specific financial parameters were not disclosed in the available documentation at the time of this solicitation.

REQUEST FOR PROPOSALS #2026-20
Janitorial Services- Milwaukie and Concord Community Center
RESPONSE TO CLARIFYING QUESTIONS #1
March 19, 2026
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. Is this a one-year contract? Multiple option years?
Answer: This is a 2-year contract, no renewals.
2. Consumables at MCC: Section 9 mentions the County supplies restroom consumables at CCC. Is that the same arrangement at MCC, or should we plan to supply those?
Answer: The county provides consumables at both locations - CCC and MCC.
3. Is there an incumbent, and is the current contract value public information?
Answer: Yes, there is. You need to complete a formal records request on our website for this information.
4. Due to religious reasons, we are closed from Friday night through Saturday. Because of this, we were wondering if it would be possible to complete any services currently scheduled for Friday night on either Saturday night or Sunday. We run into this situation often, and it is rarely an issue, as the buildings are still fully cleaned and ready for use before the start of the week.
Answer: We have weekend operations at both locations, it's very important that we have the cleanings on the days we've chosen. At one of the centers, we have a Friday night cleaning currently and we plan to continue with that schedule.
