About this file
The document is a Response to Clarifying Questions #3 for Request for Proposals #2021-59 for Inmate Commissary Services issued by the Clackamas County Sheriff's Office (CCSO) Correctional Facility (Jail) in Oregon. The RFP seeks proposals from qualified vendors to provide inmate commissary and banking services for the Jail, including banking services, debit card program, kiosk equipment, approved food items, personal hygiene products, and other items for inmates to purchase via onsite and online commissary on a regularly scheduled basis.
The document answers clarifying questions related to order delivery dates, changes to resident files, installation of lobby kiosks, average amount and number of lobby kiosk transactions, and other operational details. It confirms that the Jail currently has a phone/tablet vendor with a lobby kiosk for friends and family to deposit funds, and the pending commissary/banking vendor would provide three bill acceptors/kiosks for staff to allow inmates to access funds while in custody or to post bail.

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. Under section 5.3 Description of Services of the RFP. Is it possible to receive an order delivery date on placement of order? (Including holiday and weekend exceptions). Can this question be explained in more detail as to what is being sot after?
Answer: Currently our AIC’s orders commissary via the tablet on Wednesday for Friday Delivery, except on holidays. When orders are made by tablet or kiosk they receive a confirmation of when the delivery will be made.
2. If changes need to be made to the resident file coming in from the JMS would there be a cost to the vendor? What would be a standard time frame if changes need to be made?
Answer: No
3. Just to confirm the response to question #2 on the clarifying questions. Would the jail like the commissary provider to install a Lobby kiosk so that deposits can be made directly to the trust fund in conjunction with the current phone provider’s kiosk?
Answer: Currently our Phone/ Tablet vendor has a kiosk in the public lobby for friends and family to deposit funds onto AIC’s accounts. Our pending commissary/banking vendor would provide 3 bill acceptors/kiosks for the staff to put funds for either bail or for intake so that the AIC is able to access those funds either while in custody or to post bail.
