About this file
This is a Mandatory Job Walk Information Package issued by the County of Orange, California, for RFP-017-2988904-JC, a countywide janitorial services solicitation. The RFP seeks qualified firms to provide comprehensive janitorial services across multiple County facilities and departments, including routine, periodic, and emergency cleaning services for administrative offices, public service facilities, behavioral health centers, laboratories, airports, parks, animal care facilities, communications sites, and secure detention facilities. Services encompass interior and exterior cleaning, trash and recycling removal, floor care, restroom and shower sanitation, high-touch area disinfection, glass and window cleaning, and day porter services at designated locations. Attendance at all scheduled mandatory job walks is required for bidder eligibility; only firms with authorized representatives attending every job walk may submit proposals. Seven job walks are scheduled across multiple County locations, with failure to attend any walk, arrive by designated start times, or comply with security requirements resulting in non-responsive designation.
Bidders must register attendees as instructed and comply with all facility-specific security procedures and requirements. Certain facilities require advance security clearances and background checks, including the Orange County Sheriff's Department facilities (IRC and Men's Central Jail), which may require up to three weeks for processing and must be initiated immediately upon solicitation release. Attendees must bring valid government-issued photo identification and appropriate footwear but are prohibited from bringing cameras, recording devices, radios where prohibited, weapons, or large bags. The County maintains attendance rosters and reserves the right to limit representatives per company based on facility constraints. All questions regarding the solicitation must be submitted through the OpenGov Question & Answer portal only; verbal responses provided during job walks are informational and non-binding. The County reserves the right to modify the job walk schedule by written addendum if operational needs require.
