About this file

This document is a Questions and Answers (Q&A) response for Round 4 of an RFI issued by the Department of the Navy Naval Facilities Engineering Command regarding Temporary Unaccompanied Housing (UH) and Swing Space Solutions for Navy installations.

The Navy is seeking industry solutions to address UH shortfalls across multiple installations through various solution types including modular/prefabricated units, containerized housing units, trailer-based or RV-based housing, turnkey workforce housing, leased commercial apartments, houseboats, and innovative adaptive reuse concepts. The RFI targets ten Navy locations with near-term and projected shortfalls spanning Fiscal Years 2026 through 2030, with regional surge targets of 1,200 to 1,500 beds. Key requirements include housing that can accommodate sailors within approximately a 35-minute commute to installation gates, compliance with safety and code standards, and solutions that minimize permanent environmental and historical preservation impacts. The Navy does not currently favor on-site versus off-site solutions, existing commercial operators versus contractor-led modular solutions, or establish specific preferences for evaluation criteria such as speed to occupancy, monthly cost per bed, or commute proximity. Respondents are encouraged to submit independent capability statements regardless of whether they are manufacturers, developers, operators, or integrators, and the Navy particularly welcomes proposals featuring private in-unit amenities such as hot water showers and low-impact solutions requiring no ground-penetrating foundations or permanent utility connections. All final technical specifications, safety protocols, space requirements, utility responsibilities, acceptance standards, room appliance specifications, and evaluation weightings will be formally defined in a subsequent solicitation; this RFI is strictly for market research and planning purposes with an August 24, 2026 response deadline.

RFI: Temporary Unaccompanied Housing (UH)/Swing Space Solutions for Navy Installations Response to RFI Questions Round 4, August 7, 2026

1. What safety, code-compliance and storm-evacuation standards will the Navy require of RV- or houseboat-based housing specifically, given that these are not typical military billeting solutions?

Because this is currently an RFI planning and research phase, specific, granular safety and evacuation protocols for RVs or houseboats have not been finalized. All final technical, safety, and code-compliance specifications will be formally provided in the subsequent solicitation.

2. Given the Aug. 24 response deadline, what is the expected timeline for issuing an actual solicitation and beginning to place sailors in temporary housing?

The exact timeline and dates for issuing a formal solicitation and beginning to place Sailors in temporary housing are not known at this time.

3. Would the Navy consider a small pilot at a single installation to validate a new housing product before committing at scale?

A pilot program is a highly viable approach. Because the Navy is actively evaluating all options and has not finalized an acquisition strategy, proposing a localized pilot to validate a new product is strongly encouraged. Respondents should detail the scale, timeline, and validation metrics of their proposed pilot in their 5-page Capability Statement.

4. We build units but wouldn't run the sites ourselves. Should a manufacturer like us submit its own capability statement, or should we only appear inside a prime integrator's response? And once you've reviewed responses, will the Navy help connect manufacturers with operators?

The Navy welcomes independent submissions from manufacturers, developers, operators, and integrators alike. You do not need to wait for a prime integrator; you should submit your own 5-page Capability Statement to ensure your manufacturing capacity is formally documented in the Navy's market analysis.

While the Navy cannot guarantee it will act as a conduit for industry networking, your independent submission will directly shape the upcoming solicitation, and the public posting of RFI participants or subsequent industry engagements (if conducted) can help facilitate partnerships between manufacturers and operators.

5. Section 3.2 references DoW adequacy standards. Which standard applies to temporary swing space, and does the full square footage requirement for permanent barracks apply, or is there flexibility given the short-term use?

Because this is currently an RFI planning and research phase, the definitive space, privacy, and dimensional specifications for this requirement are not known at this time. All final technical and physical criteria will be officially provided in the subsequent formal solicitation.

6. Are utility connections a limiting factor on where beds can be added at these installations? Section 3.4 notes a preference to avoid permanent site impacts. Does a solution with no foundation and no permanent utility connection move faster through environmental, historic preservation, or ATFP review than conventional modular?

While this RFI is strictly for market research and final compliance guidelines will be defined in a future solicitation, proposing a "low-impact" solution—one that requires no ground-penetrating foundations and utilizes self-contained or quick-connect utilities—may drastically accelerate environmental (NEPA), historic preservation, and ATFP reviews. If this is something you offer, we encourage this be included in your submission.

8. On the temporary showers at Pensacola NATTC: would you remove this requirement if each home we delivered came with a hot water shower onboard? Our homes will have all functions to live a dignified life and would remove the need for any shared home functions between occupants in the community.

Because this is currently an RFI planning and research phase, technical requirements have not been finalized. All final technical and equipment specifications will be formally provided in the future solicitation. However, the Navy highly welcomes and encourages proposals that integrate private, in-unit hot water showers Since the RFI specifically requests "alternative temporary shower solutions during renovation periods" for Pensacola NATTC, delivering units with private, onboard showers directly addresses the core shortfall and may eliminate the Navy's need to procure separate communal shower trailers

9. Is there a preference for onsite vs offsite?

The Navy does not prefer on-installation (onsite) versus off-installation (offsite) housing solutions.

Because this is currently an RFI for market research and planning purposes, the Navy is entirely solution-agnostic. The Government is actively seeking to evaluate the feasibility of both onsite and offsite models—and hybrid combinations of both—to determine the most effective Course of Action (COA) for future solicitations.

10. Will the Government evaluate speed to occupancy, monthly cost per bed, and proximity to installation as co-equal considerations, or does one of those factors appear likely to dominate the eventual acquisition strategy?

Because this is strictly an RFI planning and research phase, the final evaluation weightings for any future acquisition have not been established. All official evaluation criteria and their relative importance will be formally detailed in the future solicitation.

11. Is the Navy more likely to favor existing privatized-UH or commercial lodging operators for off-installation capacity, or is it equally open to contractor-led modular/site-built solutions where installation execution is the differentiator?

Because this is currently an RFI planning and research phase, the Navy has not expressed a preference for any single lodging provider or construction model. All final selection criteria and programmatic preferences will be formally detailed in a future solicitation.

However, the RFI’s guidelines demonstrate that the Navy is equally open to both existing commercial lodging and contractor-led modular developments. The critical differentiator may not be the business entity type, but rather schedule realism, immediate bed availability, and the ability to maintain clean, comfortable, and safe living conditions within the preferred commute radius.

12. For on-installation modular or temporary-unit solutions, what portions of site preparation, utility tie-in, security/access coordination, and code inspection approval would be Government-furnished versus contractor-responsible?

Because this is currently a Request for Information (RFI) for market research, the precise allocation of responsibilities and costs for site preparation and utilities is not finalized. These details will be formally defined in a future solicitation.

13. What specific acceptance standards will govern habitability, accessibility, ATFP, and ISC compliance at each installation, especially where local base practices differ?

Because this is currently a Request for Information (RFI) for market research, precise standards are not finalized. These details will be formally defined in a future solicitation.

14. Is there a minimum sf requirement per bed/room/person?

Because this is currently a Request for Information (RFI) for market research, precise standards are not finalized. These details will be formally defined in a future solicitation.

15. Are kitchenettes required?

Because this is currently an RFI planning and research phase, final room appliance specifications are not known at this time. All final physical requirements will be formally provided in the future solicitation.

16. Need more details on bed requirements and start/end dates.

While this is strictly a Request for Information (RFI) for market research and final procurement timelines have not been finalized, the RFI provides highly specific bed capacities, surge targets, and performance windows for each of the 10 targeted locations.

The targeted start and end dates are structured around regional Navy barracks modernization phases and student throughput cycles, spanning from Fiscal Year 2026 (FY26) through Fiscal Year 2030 (FY30). Proposers should align their technical and financial models strictly to these site-specific parameters.

17. Is the assumption that all beds would be required for the entire duration? During each FY range provided by the RFI, are there locations that are a higher priority than others?

No, there is no assumption that all beds are required for the entire duration of the fiscal ranges, nor are the regional timelines completely flat.

Because this is currently a planning RFI to develop Courses of Action (COAs), the Navy may expect capacity needs to expand and could contract dynamically based on shifting student throughput, recruitment surges, and local barracks renovation cycles

18. Given the Government’s preference for temporary UH or swing space solutions that allow Sailors to commute to their assigned installation within approximately 35 minutes during normal traffic conditions, can the Government clarify whether the 35-minute commute is measured to the installation gate or to the Sailor’s assigned duty/work location?

For the purposes of this market research and planning RFI, specific physical requirements and geographic measurements are not finalized. All definitive parameters will be formally outlined in a future solicitation.

However, under the baseline site location principles of this RFI, the approximately 35-minute commute is measured to any major operational gate (entry control point) of the assigned installation, rather than to individual, interior duty stations.

If a proposed housing solution falls outside of this 35-minute window, respondents are highly encouraged to submit their proposals anyway, providing an estimated commute travel time and a brief explanation of why the site remains viable

19. Additionally, for geographic areas encompassing multiple installations (e.g., Hampton Roads, San Diego, and Central California), can the Government provide the estimated bed requirement by specific installation to assist respondents in identifying appropriately located solutions?

Please be advised that this is strictly a Request for Information (RFI) for market research, and the definitive bed requirements for specific bases within multi-installation regions are not finalized. Final, site-specific allocations will be provided in a subsequent solicitation. For baseline planning in the Installation Solutions Excel Workbook, respondents are requested to design their capacities around the primary regional installations identified in Section 2.1, aligning their proposed sites with the regional surge targets of 1,200 to 1,500 beds.
