About this file

This is an Excel response workbook template designed to collect standardized data from contractors responding to the Navy's Request for Information (RFI) for Temporary Unaccompanied Housing Solutions (RFIUH-2026). The workbook organizes responses across multiple Navy installations facing near-term and projected housing shortfalls, including Great Lakes IL, Pensacola FL, Meridian MS, Panama City FL, Hampton Roads VA, San Diego CA, Hawaii, and Central/Northwest California locations.

Respondents must complete five sequential sections: Company_Info (providing organizational details, points of contact, SAM.gov UEI, CAGE code, and past performance summary); Locations_Master (indicating which installations they can support and primary solution type); and Installation Solution tabs (one per proposed solution, documenting solution profile, capacity and phasing, schedule, site and facility details, operations and maintenance capabilities, utilities and infrastructure, security and compliance readiness, zoning and permitting requirements, rough order of magnitude costs, and identified risks). The template requires contractors to specify solution types (modular, prefab, CHU, manufactured, workforce/man-camp, leased apartments, leased hotel/extended stay, repurposed facilities, houseboats, or hybrid options), unit availability, surge capacity, earliest occupancy dates, installation/removal timelines, commute times to installations, laundry and shower facilities, maintenance response times (preferably 2 hours for emergency and 24 hours for routine), included utilities, and cost breakdowns including delivery/installation, monthly per-bed costs, utilities, operations and maintenance, and removal/restoration expenses. All response fields are color-coded, with orange cells requiring contractor input and gray cells containing protected formulas that cannot be modified.

Instructions

HOW TO USE THIS RFI RESPONSE WORKBOOK
This workbook is designed to collect consistent, complete, and analyzable data for the Unaccompanied Housing RFI.
Inputs are designed to be a supplement to capability statements to organize key criteria across solutions.
Follow the steps below in order to ensure all required information is captured correctly.
------------------------------------------------------------
1. COMPLETE THE COMPANY_INFO TAB FIRST
------------------------------------------------------------
Enter general information for your company
------------------------------------------------------------
2. COMPLETE THE LOCATIONS_MASTER TAB NEXT
------------------------------------------------------------
For each installation, select "Respond? = 'Yes' or 'No'" depending on whether you proposed a solution for it.
If 'Yes', enter: Primary Solution Type, Beds and Unit #s, Earliest Date Ready for Occupation, and any Notes.
Do NOT add, delete, or rename rows in this tab.
------------------------------------------------------------
3. COMPLETE THE "INSTALLATION SOLUTION" TAB FOR EACH PROPOSED SOLUTION
------------------------------------------------------------
Use the Installation Solution 1 tab to submit your proposed solution per location. Select the applicable installation location from the dropdown in Column B (or select “All” if the solution applies to all locations).
Complete all relevant fields in Column B, including Solution Profile, Capacity & Phasing, Schedule, Site & Facility, O&M, Utilities, Compliance, ROM Costs, & Risks.
Each category includes an Additional Comments space where you may further describe or clarify your response, provide supporting detail, explain if a requirement cannot be met, or propose an alternative approach.
------------------------------------------------------------
4. ONE SOLUTION PER INSTALLATION SOLUTION TAB
------------------------------------------------------------
If proposing more than one solution for an installation location, or proposing solutions for multiple installation locations, ensure that each solution is documented on its own tab. Make a copy of the Installation Solution 1 tab for each additional solution and rename it clearly as Installation Solution 2, 3, 4, etc.
Select the appropriate installation location in each tab’s dropdown so that each solution is represented on a separate tab for the correct location.
------------------------------------------------------------
5. DO NOT MODIFY PROTECTED/FORMULA AREAS
------------------------------------------------------------
Do NOT change: formula cells, dropdown lists, or tab names.
Gray cells represent protected formula fields and must not be edited.
Orange cells represent fields where respondents must provide their input.
Column C identifies the required submission format for each field (for example: text entry, date entry, dropdown selection, etc.).
------------------------------------------------------------
6. SAVE AND SUBMIT
------------------------------------------------------------
Save As → Excel Workbook (.xlsx) and name the file per RFI instructions.
