About this file
This is a Question and Answer document from Round 2 of the Navy's Request for Information (RFI) for Temporary Unaccompanied Housing and Swing Space Solutions, issued August 3-4, 2026. The document addresses clarifications on geographic scope, business set-asides, contracting models, and site-specific requirements. Key points include: proposed housing solutions must be located within a 35-minute commute threshold of targeted Navy installations and cannot be placed in general or unrelated geographic regions; no determination has been made regarding SDVOSB or 8(a) set-asides, though these firms are encouraged to submit capability statements; all procurement delivery models remain under consideration, including direct contracts with commercial hotels or prime contractor/housing integrator arrangements; and responses may target single installations or multiple sites within a region. The Navy clarified that Central California installations of interest include Naval Air Station Lemoore, Naval Weapons Station Seal Beach detachments, Naval Support Activity Monterey, and Fleet Numerical Meteorology and Oceanography Center. Commute times should be measured from any major active entry control point of the respective installation, with the understanding that local market limitations may exceed the 35-minute preference.
The document emphasizes that this is market research and not an active solicitation, therefore the Navy is not conducting one-on-one meetings, phone calls, or direct capability discussions. Respondents are encouraged to submit conceptual delivery models and innovative solutions with baseline technical specifications, engineering feasibility assessments, and analogous past performance data demonstrating credible implementation pathways. Submissions must follow instructions in Sections 4 and 5 of the RFI and be emailed to the designated Navy points of contact. The RFI seeks solutions addressing temporary unaccompanied housing shortfalls across multiple Navy installations, with interest in modular/prefabricated units, containerized housing, trailer-based housing, workforce housing, leased commercial apartments and hotels, converted facilities, houseboats, traditional construction, and innovative hybrid concepts.

RFI: Temporary Unaccompanied Housing (UH)/Swing Space Solutions for Navy Installations Response to RFI Questions Round 2, August 3, 2026 through August 4, 2026
1. Can you please let me know if these housing units are required in the general geographic areas as indicated by the respective phases or could they be located in other geographical areas within the US.
Consistent with Section 2.2 of the RFI, proposed housing solutions cannot be placed in general or unrelated geographic regions within the U.S. The USN is utilizing this RFI to resolve acute, localized capacity gaps and commercialization swing space shortfalls at the specific locations outlined in the RFI. Therefore, all proposed sites must be directly linked to the targeted installations and must respect the 35-minute typical traffic commute threshold as outlined in the RFI.
2. Is there any way this can be SDVOSB or 8(a) set aside?
Please be advised that this notice is strictly a Request for Information (RFI) and does not constitute a Request for Proposals (RFP) or a commitment to issue a solicitation. Consequently, no determination regarding small business set-asides (including SDVOSB or 8(a) designations) has been made. However, the primary purpose of this market research is to shape future acquisition planning. SDVOSB and 8(a) firms are highly encouraged to submit their capability statements and detail their qualifications to help the Navy.
3. Would you be willing to clarify whether commercial hotels will have the opportunity to participate directly, or whether lodging will be coordinated through a prime contractor or housing integrator?
Because this is currently a Request for Information (RFI) for market research, all procurement options and delivery models are actively being considered, and no final decision has been made regarding whether the Navy will contract directly with commercial hotels or coordinate through a prime contractor/housing integrator.
As a commercial hotel, if your organization feels you can address these unaccompanied housing shortfalls, you are strongly encouraged to submit a response as outlined in the RFI to ensure your capability is captured in the Navy's market analysis.
To assess site feasibility, could you please clarify: (Questions 4-7)
4. The applicable Central California installation or installations;
Major Navy installations located in the Central California sub-region can include:
· Naval Air Station Lemoore (NAS Lemoore) (located in Lemoore, CA)
· Naval Weapons Station Seal Beach - Detachment Fallbrook / Concord (though Concord is Northern California, Lemoore is the primary master jet base in Central California).
· Naval Support Activity (NSA) Monterey / Naval Postgraduate School: Located in Monterey, CA
· Fleet Numerical Meteorology and Oceanography Center (FNMOC): Also situated in Monterey, CA
5. The primary gate or reporting location from which the preferred commute time should be measured;
Commuting times should be measured from any major, active entry control point (gate) of the respective naval installation being supported. While the preferred commute threshold is approximately 35 minutes under normal traffic conditions, the Navy recognizes local market limitations. Therefore, if a proposed site exceeds this 35-minute guideline, respondents are strongly encouraged to submit their proposals.
6. Whether the anticipated 800–1,200-bed requirement is intended for a single installation or may be divided among multiple sites or awards; and Solutions may target one specific base or provide a distributed model supporting multiple installations within a region
7. Whether respondents may submit conceptual delivery models pending identification of installation-specific sites and technical requirements.
Please be advised that this is an RFI designed to develop potential Courses of Action (COAs) and shape future acquisition planning; it is not an active solicitation. Accordingly, the Navy is not restricting submissions to finalized, site-specific designs. Respondents are encouraged to present all innovative ideas and conceptual delivery models as outlined in the RFI. For conceptual or not-yet-constructed solutions, respondents should submit their baseline technical specifications, engineering feasibility, and analogous past performance (Section 3.7) to demonstrate a credible path to implementation once specific sites are identified.
8. An email was received from a vendor providing sales sheet and welcoming a conversation regarding capabilities and interest in offering solutions. In addition, a request for a time to connect was requested. The following response was sent:
Hello, Thank you for reaching out and introducing XXX in response to the Navy's Temporary Unaccompanied Housing (UH) / Swing Space RFI. Please be advised that this is strictly a Request for Information (RFI) for market research purposes, and no active procurement is underway. To maintain fair, objective, and compliant procurement procedures, the Navy is not conducting one-on-one meetings, phone calls, or direct capability discussions at this stage. Requests for direct meetings will not be considered.
To ensure your firm's manufacturing capacity, nationwide deployment capabilities, and modular solutions are formally evaluated in our planning process, you must submit your proposal strictly following the instructions outlined in Section 4 and 5 of the RFI. In addition, please take note to Amendment 1 of the RFI that states the following:
Submissions should be emailed to the following email addresses:
usn.ncr.comnavfacsyscom.mbx.navfac-re@us.navy.mil and lita.m.staskey.civ@us.navy.mil We strongly encourage XXX to submit a compliant proposal packet through this official channel so that you can be integrated into the Navy's future Course of Action (COA) planning.
