About this file
This file is a Questions and Answers (Q&A) document for Round 3 of a Request for Information (RFI) issued by the Department of the Navy Naval Facilities Engineering Command on August 5-6, 2026, regarding temporary unaccompanied housing (UH) and swing space solutions for Navy installations. The RFI (Notice ID: RFIUH-2026) seeks industry capabilities and innovative solutions to address UH shortfalls and swing space requirements across multiple Navy installations during large-scale modernization and recapitalization efforts. The Government is conducting market research and has not pre-selected any housing type, financing structure, or delivery model; all feasible, innovative, and compliant solutions are being considered, including modular units, containerized housing units, trailer-based housing, workforce housing, leased commercial apartments, converted facilities, houseboats, and traditional construction.
The Q&A responses clarify that this RFI is a planning and research phase, and definitive eligibility rules, technical specifications, accommodation standards, berthing requirements, environmental restrictions, utility self-sufficiency requirements, cabin configurations, and catering/cleaning standards will be formalized in future solicitations. The Navy is not conducting one-on-one meetings or direct capability discussions during this phase and will not consider requests for such interactions. Respondents can locate the complete RFI, instructions, and all Q&A documents on SAM.gov at the provided link and should monitor the posting for updates and modifications. Key unresolved questions include Jones Act applicability, foreign-flagged vessel eligibility, shore power availability, port authority permitting requirements, navigable water access specifications, and vessel self-sufficiency parameters—all of which will be addressed in subsequent formal solicitations.
