About this file
This is a Request for Information (RFI) issued by the New Hampshire Department of Administrative Services, Bureau of Purchase and Property, seeking market intelligence on electronic lien and title recording services. The RFI solicits information regarding commodities, services, and equipment necessary to establish or enhance a contract for electronic lien and title recording services for state agencies. The state currently processes electronic recorded collection liens in at least six of ten New Hampshire counties (Belknap, Carroll, Cheshire, Coos, Grafton, Hillsborough, Merrimack, Rockingham, Strafford, and Sullivan) through manual transmissions without API interface capabilities. Estimated annual transaction volumes include 200,000 lien transactions, 50,000 new lien notifications, 16,000 electronic lien transfers, 10,000 lien release notifications, 5,000 print title requests, and 5,000 title updates and corrections. The RFI requires written questions by February 10, 2025, with responses due by February 18, 2025, at 11:00 AM EST. Responses should be submitted via email to NH.Purchasing@das.nh.gov with a maximum file size of 7 MB.
Respondents must provide detailed pricing for all transaction types, including per-transaction charges, county recording fees, annual service fees, and ACH/EFT application fees, with all pricing fields currently blank in the RFI template. The state is seeking information on current market pricing structures, potential cost savings opportunities, and additional service providers to evaluate and potentially fortify its existing contract. Price escalation has been identified as a known challenge. The state is not committed to issuing a Request for Proposal or awarding a contract based on RFI responses, and participation in this RFI is not mandatory for future bidding opportunities. All proposal information may become public under New Hampshire access to public records laws, though confidential commercial or financial information may be exempt if properly designated and justified. Proposed pricing, regardless of designation, shall be subject to public disclosure. The state retains the right to promote transparency and make submissions available as part of public records provisions.
