This is a Request for Bid (RFB #28348-HK) issued by the Wisconsin Department of Administration, State Bureau of Procurement, seeking court reporter services and transcription services for authorized users throughout Wisconsin. The RFB was issued on June 7, 2021, with responses due June 30, 2021, and is administered by the State Bureau of Procurement for use by state agencies, University of Wisconsin campuses, and other authorized public bodies under Wisconsin's cooperative purchasing program.

Services are divided into eight geographic regions across Wisconsin, with bidders able to bid on any combination of counties within regions. The initial contract term is two years with up to three additional one-year renewal options, plus a potential six-month transition period. Key requirements include 95% transcript accuracy, delivery within specified timeframes, professional liability insurance of $1,000,000, and compliance with secure facility access requirements. The state offers up to 5% bid preferences for certified Minority Business Enterprises (MBE) and Disabled Veteran-owned Businesses (DVB). Awards will be made using a market basket evaluation method with standard deviation calculations to determine award thresholds for responsive, responsible bidders in each region.
