About this file
This is a state procurement contract guide for the State of Wisconsin Department of Administration's Division of Enterprise Operations State Bureau of Procurement, covering Court Reporter Services and Transcription Services under Contract #505ENT-O22-COURTREPORT-XX (RFB #28348-HK). The contract is not mandatory for state agencies and campuses but is available as a cooperative agreement for Wisconsin municipalities, with state purchasing card (P-Card) usage permitted. Contract manager Kristina Harris oversees the procurement from the State Bureau of Procurement in Madison.
The contract provides two service categories: Lot 1 covers court reporting and transcription services where court reporters record proceedings and transcribe notes upon request, while Lot 2 provides transcription-only services where authorized users supply audio or video recordings for transcription. Various vendors offer additional bilingual transcription and audio/video recording services that differ by vendor. The initial contract term ran from September 1, 2021 through August 31, 2023, with three potential one-year renewal options extending through August 31, 2026. Authorized users must select vendors based on county location, with rates not exceeding those listed in vendor information attachments, though lower rates may be negotiated and must remain firm throughout each engagement. The contract includes provisions for convenience use when annual spending falls within best judgment ranges and services relate to court reporting or transcription needs.
