About this file
This is a Questions and Answers document for an Invitation for Bid (IFB) issued by the Illinois Department of Innovation and Technology (DoIT) in partnership with the Chief Procurement Officer for General Services for Non-VOIP Telephone System Maintenance. The solicitation, identified as BidBuy #26-448DOIT-ADMIN-B-52287, seeks to establish an agency-specific master contract for maintenance services across multiple state locations. The State does not intend to provide a comprehensive equipment inventory list upfront; instead, Attachment A provides a full list of currently known locations with analog services, with specific location and system type information to be provided as releases off the master contract on an as-needed basis. The estimated quantities listed in the BidBuy are for evaluation purposes only and do not represent guaranteed or estimated billable hours. The solicitation includes pricing line items such as 15,000 hours for Monday through Friday 8 a.m. to 5 p.m. labor rates per region, though these figures are not binding commitments. The contract term is 36 months with an initial establishment period.
Pricing for this contract is structured on an hourly basis for labor services, with all releases issued on an as-needed basis. Ongoing training and support services required under Section 1.2.8, including training for users, attendants, operators, site coordinators, and Telecommunications Division staff, are to be provided at no additional charge to the State. Non-Routine Maintenance Quote Requests (NMQR) follow a specific process, while parts with no MSRP (Line Item 33) billed as pass-through costs require only standard invoice documentation with proof of cost. The services encompass multiple locations and agencies throughout Illinois, with no fixed employee or end-user count, and DoIT's main address is listed as 120 W Jefferson, Springfield, Illinois. The due date for the solicitation remains unchanged as of the Q&A document dated August 5, 2026.

Non VOIP Telephone System Maintenance IFB BidBuy #26-448DOIT-ADMIN-B-52287 Questions and Answers – 8/5/2026
1. Question: Will a more detailed equipment list be provided for the locations? Are there truly (839) locations with equipment?
Answer: The State does not intend to provide a definitive list of phone systems up front. Attachment A is a full list of currently known locations that have analog services. Once the master contract is active, the location and system type will be provided as a release off of the master contract, on an as needed basis.
1. Question: Can DoIT provide the current telephone system inventory by site, including manufacturer, model, software release, voicemail platform, ACD platform, and call recording platform? Attachment A lists locations only and does not identify the equipment required to be maintained.
Answer: The State does not intend to provide a definitive list of phone systems up front. Attachment A is a full list of currently known locations that have analog services. Once the master contract is active, the location and system type will be provided as a release off of the master contract, on an as needed basis.
1. Question: How many end users/seats are on the system?
Answer: This is not a single system and is housed at multiple locations and agencies throughout the State. This will be on a when-needed as-needed basis.
1. Question: What is a good company address?
Answer: This is not a single system and is housed at multiple locations and agencies throughout the State. DoIT's main address is 120 W Jefferson Springfield, IL.
1. Question: How many employees?
Answer: There is not a set amount of employees this encompasses.
1. Question: Estimated Quantities - Time Period The BidBuy Items Tab lists estimated quantities for each pricing line (e.g., 15,000 hours for the Monday-Friday 8am-5pm labor rate, per region). Could the State confirm whether these estimated quantities represent (a) an annual estimate, or (b) a total estimate for the full 36-month initial contract term?
Answer: The quantity of 15,000 hours is for evaluation purposes only. This is not a guarantee or estimate of billable hours. All releases will be hourly on an as needed basis.
1. Question: Billing Treatment of Ongoing Training and Support
Contract Section 1.2.8 (Ongoing Training and Support) requires the Vendor to provide training for users, attendants, operators, site coordinators, and Telecommunications Division staff. Unlike other listed obligations (e.g., NMQR quote preparation, warranty repairs, Daylight Saving Time updates), this section does not specify whether training is billable or provided at no additional charge. Could the State clarify the intended billing treatment for this requirement?
Answer: Ongoing training and support will not be billable. These services are expected to be provided at no additional cost to the State.
1. Question: Documentation for Line Item 33 (Parts with No MSRP) For Line Item 33 (parts that no longer have an MSRP, billed as a pass-through cost), could the State clarify the documentation or approval process required to invoice for this line - specifically, whether it follows a process similar to the Non-Routine Maintenance Quote Request (NMQR) described in Section 1.2.7, or whether standard invoice documentation with proof of cost is sufficient?
Answer: Standard invoice with proof of cost is sufficient.
Please note: The Due Date for this solicitation will not change.
