About this file
The document is an Attachment G that provides Technical Proposal Instructions and Evaluation Criteria for the LAS/PBS Data Application Migration solicitation issued by the Executive Office of the Governor (EOG) in Florida. The solicitation seeks competitive sealed responses from qualified vendors interested in migrating the data application for the Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS). The evaluation criteria include scoring respondents on their technical approach, ability to meet requirements, key personnel, and management plan. Respondents will be scored 1-5 on each evaluation criteria, with the total maximum score being 9.
The evaluation process involves independent scoring by evaluators, who will not review or evaluate any tabs of the response other than Tabs B-D. The scoring will reflect the evaluators' independent assessment of the respondents' ability to meet the specified functions, characteristics, performance levels, and specifications described in the solicitation. Respondents exceeding the requirements will receive higher scores than those merely meeting the requirements.

Attachment G Technical Proposal Instructions and Evaluation Criteria
INSTRUCTIONS
Each evaluator should read all Responses before attempting to assign scores to any one Response. Evaluators must score each Respondent being evaluated on a separate score sheet.
Throughout the evaluation process, the confidentiality and security of the Responses and the scoring process must be maintained.
Response Evaluation – The evaluators will independently score the Technical Response (Tabs B-D). The evaluators will not review or evaluate any other tabs of the Response.
Respondents will be scored 1-5 on the criteria outlined in the Vendor Scorecard. A score between 1-5 will be assigned to each criteria in the scorecard. The average score from each tab will be multiplied by their weight and then doubled. The total maximum score is 9. Only whole numbers will be assigned to each criteria.
Scoring should reflect the evaluator’s independent evaluation of the Respondent’s overall response based on each criterion and should consider the Respondent’s ability to meet each function, characteristic, performance level, or specification described in the solicitation. A Respondent who exceeds the function, characteristic, performance level, or specification described in the solicitation should receive a higher score than a Respondent who merely meets the function, characteristic, performance level, or specification.
The number of Respondents listed on the Vendor Scorecard is only used as an example.
Once the evaluator has completed a score sheet for each Response, the evaluator will submit the completed score sheets to the Procurement Officer.
