About this file

This is a Revised Appendix I for a state and local contract opportunity issued by the Florida Department of Agriculture and Consumer Services, Division of Animal Industry, for comprehensive mechanical systems maintenance and repair services at the Bronson Animal Disease Diagnostic Laboratory in Kissimmee, Florida (Bid Number ITB DAI 26 27 17). The scope encompasses preventative maintenance services for 47 distinct mechanical units across five buildings, including split systems, mini split systems, air-cooled chillers, boilers, water heaters, pumps, chilled water air handling units, walk-in coolers, exhaust fans, and Distech building automation systems. The appendix specifies maintenance frequency requirements with quarterly preventative maintenance inspections scheduled for March, July, and November, plus annual inspections in January. Services are categorized into operational maintenance and comprehensive maintenance, with detailed task lists provided for each equipment type. Sealed bids were due August 5, 2026, with a mandatory pre-bid site visit held on July 22, 2026, from 10:00 a.m. to 12:00 p.m. at 2700 N. John Young Parkway. The anticipated initial contract term is three years, with optional renewal periods of up to three additional one-year terms available upon mutual agreement.

Pricing must be submitted as firm fixed quarterly rates that are inclusive of all labor, materials, equipment, tools, consumables, travel, and covered parts, with separate hourly labor rates for approved additional services outside the scope. The contractor is required to provide 24/7 on-call emergency service with a two-hour response time for critical equipment failures and 48-hour response time for routine service calls. All maintenance visits require written reports and documentation via XOI vision share links. The contractor is subject to performance measures with financial consequences, including $100 deductions for missed response times and $50 per day penalties for late service reports. Vendors must hold current Florida licensing under Chapter 489, Part I, EPA Universal Refrigerant Certification, and demonstrated technical qualifications for equipment manufacturers including Carrier, York, Trane, Modine, and Distech. Required insurance includes comprehensive general liability insurance ($1,000,000 per occurrence), automobile liability insurance ($300,000), and workers' compensation insurance. Three verifiable customer references from similar projects completed within the last five years are required, and a one percent transaction fee on all payments will be assessed by the State of Florida.
