About this file
This Addendum 1 document, issued by the Florida Department of Agriculture and Consumer Services, Division of Animal Industry, provides clarifications and revised specifications for the solicitation ITB DAI 26 27 17 for Comprehensive Mechanical Systems Maintenance and Repair Services at the Bronson Animal Disease Diagnostic Laboratory in Kissimmee, Florida. The addendum responds to six written questions submitted by potential bidders and replaces Appendix I (Preventative Maintenance Services) and Appendix II (Equipment Included in Service Agreement) in their entirety. Key clarifications include confirmation that no due diligence period will be provided at contract start, that service calls, repair labor, and parts for the Distech building automation system are included in scope, and that the Department will supply all HVAC system air filters. The previous fiscal year data indicates 21 reactive service calls, three compressor replacements over the past three years, and 256 pounds of refrigerant consumption. The revised preventative maintenance schedule specifies three annual visits for most equipment categories, with the Building Automation System requiring six visits annually. The equipment schedule lists 47 distinct mechanical units across five buildings (Buildings 100, 700, 800, 900, and 1000), including split systems, mini split systems, air-cooled chillers, boilers, water heaters, pumps, chilled water air handling units, walk-in coolers, exhaust fans, and a campus-wide Distech building automation system.
The revised equipment appendix provides detailed specifications for each unit, including manufacturer, model, serial number, and equipment age ranging from 2001 to 2025. Preventative maintenance tasks are categorized into Operational Maintenance and Comprehensive Maintenance for each equipment type, with comprehensive maintenance including additional procedures such as belt replacement, coil cleaning, refrigerant calculations, and thermal expansion valve adjustments. Boiler maintenance encompasses gas train component checks, igniter and flame rod inspections, and combustion blower evaluations, while chiller maintenance includes compressor performance checks, refrigerant control adjustments, and annual oil sampling. Building automation system maintenance requires monthly system monitoring, alarm investigation, trend report reviews, software updates, and backup battery replacement. The addendum incorporates these revised specifications into the original ITB and maintains all other terms and conditions of the solicitation unchanged.
