About this file

This is a Mandatory Site Visit Attendee List document issued by the Florida Department of Agriculture and Consumer Services, Bureau of General Services, for a comprehensive mechanical systems maintenance and repair services solicitation (ITB DAI 26 27 17) at the Bronson Animal Disease Diagnostic Laboratory in Kissimmee, Florida. The mandatory pre-bid site visit is scheduled for July 22, 2026, from 10:00 a.m. to 12:00 p.m. at 2700 N. John Young Parkway, with sealed bids due August 5, 2026, at 5:00 p.m. Eight contractors attended the mandatory site visit, including Advanced Building Integration, Air Mechanical & Service Corp., Cortez Heating & Air, Engineered Cooling Services, Energy Controls Consultants, High Standards Heating & Air Conditioning, Southern Equipment Corporation, and Stark Tech. The scope of work encompasses preventative maintenance and emergency repair services for 47 distinct mechanical units across five buildings, including split systems, mini split systems, air-cooled chillers, boilers, water heaters, pumps, chilled water air handling units, walk-in cooler, exhaust fans, and building automation systems. Quarterly preventative maintenance inspections are required in March, July, and November, with annual inspections in January. The contractor must provide 24/7 on-call emergency service with a two-hour response time for critical equipment failures. The anticipated initial contract term is three years, with optional renewal periods of up to three additional one-year terms available upon mutual agreement.

Pricing must be submitted as firm fixed quarterly rates inclusive of all labor, materials, equipment, tools, consumables, travel, and covered parts, plus separate hourly labor rates for approved additional services outside the scope. The contractor is subject to performance measures with financial consequences including $100 deductions for missed response times and $50 per day penalties for late service reports. Vendors must hold current Florida licensing under Chapter 489, Part I, EPA Universal Refrigerant Certification, and demonstrated technical qualifications for equipment manufacturers including Carrier, York, Trane, Modine, and Distech Building Automation Controls, along with three verifiable customer references from similar projects completed within the last five years. The contractor must maintain comprehensive general liability insurance ($1,000,000 per occurrence), automobile liability insurance ($300,000), and workers' compensation insurance. A one percent transaction fee on all payments will be assessed by the State of Florida, and all maintenance visits require written reports and documentation via XOI vision share links.
