About this file

This is a Response to Offeror Questions document issued by the South Dakota Department of Education's Division of Child and Adult Nutrition Services on December 12, 2025, addressing inquiries submitted by vendors regarding RFP 25RFP13437 for a Child and Adult Care Food Program (CACFP) Financial Management System. The RFP solicits proposals for a web-based customizable financial management system to enable program operators to submit monthly bank statements and financial documentation for state review to ensure federal compliance. The State accepted written questions until December 1, 2025, with proposal submissions due December 29, 2025, at 5:00 PM CST. The contract term runs from January 2026 through September 2028, with renewal options available for one-, two-, or three-year periods. The system customization is scheduled for January to June 2026, testing from June to September 2026, and a targeted launch in October 2026.

The document provides clarifications on three key vendor inquiries: confirmation that cyber liability insurance requirements are set at $3,000,000 per the Bureau of Information and Telecommunications standard; correction that evaluation criteria are referenced in Section 7.2 rather than Section 8 as mentioned in the RFP; and explanation of expenditure sampling methodology, which requires review of one month's worth of bank statement activity per sponsor with expanded review if significant errors are identified, though the State noted it is still finalizing the definition of "significant errors" with the USDA. The evaluation criteria allocate 100 total points across cost and reliability (20 points), experience and qualifications (25 points), available resources (15 points), past performance (10 points), project locale availability (5 points), project management techniques (15 points), and ability to handle special constraints (10 points). No specific budget range is disclosed in the available documentation.

Q&A Document Date: December 12, 2025

Subject: Questions & Answers, 25RFP13437

In accordance with the subject Request for Proposal (RFP), the following are answers to questions which have been submitted prior to 5PM, December 1, 2025 . These questions are for informational purposes only; they do not alter the requirements specified within the RFP. Any changes to the RFP will be accomplished by the Office of Procurement Management through an addendum.

*The State's response will be in red font following the Vendor's question.

1. Could you please provide and confirm the expected amount of Cyber Insurance required as outlined in Exhibit D, the Bureau of Information and Telecommunications Required IT Contract Terms? The relevant section is displayed below for your reference:

Section II. Cyber Liability Insurance “The Vendor will maintain cyber liability insurance with liability limits in the amount of $ _________ to protect any and all State data the Vendor receives as part of the project covered by this agreement including State data that may reside on devices, including laptops and smart phones, utilized by Vendor employees, whether the device is owned by the employee or the Vendor.”

State standard is $3,000,000.

1. Could you please also provide clarification regarding the mention of 'Section 8' in the following excerpt from the main RFP document? I am having difficulty locating this section elsewhere in the document.

5.4 Deliverables

The offeror’s proposal must include a Deliverables section which constitutes the major portion of the work to be performed. The offeror’s Deliverables section must include a complete narrative detailing the assessment of the work to be performed, approach and methods to provide the requirements of this RFP, the offeror’s ability to fulfill the requirements of this RFP, the offeror’s approach, the resources necessary to fulfill the requirements, project management techniques, specialized services, availability to the project locale, familiarity with the project locale, and a description of any options or alternatives proposed. The offeror’s Deliverables section should address each evaluation requirement enumerated in Section 8. If the offeror has an alternative methodology or deliverable it would like to propose to meet the needs of the State, please include a detailed description of the alternative methodology or deliverables and how the alternative options will meet or exceed the requirements of this RFP.

It should be Section 7.2.

1. Per the RFP Document, Scope of Work Section: 3.2 (page 7):

Must reconcile reported expenditures with program payments to ensure that funds are fully accounted for and use the reported actual expenditures as the basis for selecting a sample of expenditures for validation.

Question:

Please describe the criteria the State will apply in determining the appropriate sample size for expenditure validation. In particular, we seek clarity on whether the sample will be based on

(a) the number of transactions within a given month,

(b) the total volume of transactions across multiple months, or

(c) another methodology established by the State.

An illustrative example of the sampling approach would be helpful to understand the requirements.

The regulations require review of one month’s worth of bank statement activity for each sponsor. If significant errors are found, the review will be expanded from that month. The USDA does not provide a definition of significant, and the State is still working on finalizing that definition.
