About this file
This document is a Response to Inquiries for Request for Proposals #26-PD04 issued by the City of Sun Prairie Police Department in Wisconsin for towing services. The RFP seeks qualified vendors to provide comprehensive towing services including abandoned vehicles, nuisance and junk vehicles, illegally parked vehicles, seized vehicles, and heavy vehicles. Contractors must maintain 24/7 response capability with response times ranging from 8 to 20 minutes depending on tow type. The questions deadline was March 11, 2026, with answers posted by March 18, 2026, and proposals due April 1, 2026, at 2:00 PM CST. The contract term runs three years from June 2, 2026, through June 1, 2029, with options to extend for two additional one-year periods with pricing adjustments based on the Consumer Price Index.
The file specifically addresses two critical inquiries: proposal delivery methodology and storage facility location requirements. Proposals must be submitted in five sealed envelopes delivered to the Finance Department at 300 East Main Street, with the first four envelopes containing Forms A through E and G, and a fifth envelope containing one copy of Form F. An electronic PDF file must also be provided via email or flash drive. Regarding storage, all towed vehicles must be stored within a secure facility featuring eight-foot fencing, sufficient lighting, and 24-hour monitoring by camera or personnel, with all storage facilities required to be located within fifteen minutes of the City of Sun Prairie limits. Evaluation uses a weighted 100-point scoring system comprising qualifications (25 points), relevant experience (25 points), costs (25 points), sustainability (10 points), DBE/WBE/DVB status (10 points), and local preference (5 points), with a minimum 75% threshold required to qualify.

DEPARTMENT OF POLICE
Two questions were received in relation to RFP 26-PD04.
QUESTION 1
What is the method of delivery for proposals and are hard copies required.
ANSWER
You will deliver four separate sealed envelopes. Each envelope will be labeled appropriately and will contain Forms A, B, C, D, E, and G. Then, you’ll have a 5th sealed envelope containing one single copy of Form F. These five envelopes will be delivered to the Finance Department (300 East Main Street). Most people hand- deliver these items and the clerk will date & time stamp the envelopes.
Lastly, you’ll provide one electronic file in PDF format. You can either email it to the address provided or put it on a flash drive and include it with the delivery of hard copies.
QUESTION 2
Seeking clarification of required storage facility location and what constitutes Sun Prairie limits.
ANSWER
Please reference page 17 of the RFP, Section II. Description of RFP, item h, ii.
For clarification:
The proposer must store all towed vehicles within a secure storage facility (eight-foot fencing, sufficient lighting, and monitored twenty-four (24) hours/day by camera or personnel). All above storage facilities must be within fifteen (15) minutes of the City of Sun Prairie limits.
