About this file

This is a Questions and Answers addendum document issued by the City of Sun Prairie Police Department in Wisconsin for Request for Proposals #26-PD04 regarding towing services. The RFP seeks qualified vendors to provide comprehensive towing services including abandoned vehicles, nuisance and junk vehicles on private property, illegally parked unregistered and hazardous vehicles, seized vehicles, police referrals, city-owned vehicles, and heavy vehicles. Contractors must maintain 24/7 response capability with specific response times ranging from 8 to 20 minutes depending on tow type and provide secure indoor storage for up to four vehicles within city limits with 24-hour monitoring and 8-foot fencing. The questions deadline was March 11, 2026, with answers posted by March 18, 2026, and proposals were due April 1, 2026, at 2:00 PM CST. The contract term is three years commencing June 2, 2026, through June 1, 2029, with options to extend for two additional one-year periods with pricing adjustments based on the Consumer Price Index.

Proposals must be submitted in five sealed envelopes delivered to the Finance Department at 300 East Main Street, with four envelopes containing Forms A, B, C, D, E, and G, and a fifth envelope containing one single copy of Form F, along with one electronic file in PDF format via email or flash drive. All fees must be submitted as not-to-exceed amounts and serve as full compensation for services described. Evaluation utilizes a weighted 100-point scoring system comprising qualifications (25 points), relevant experience (25 points), costs (25 points), sustainability (10 points), DBE/WBE/DVB status (10 points), and local preference (5 points), with proposals required to achieve a minimum of 75% to qualify. The City of Sun Prairie offers local vendor preference to suppliers meeting at least two of three criteria: at least 50% of employees working in Sun Prairie, at least 50% ownership by city residents, or at least 15% sourcing within the city. Disadvantaged business enterprises, women-owned businesses, and disabled veteran-owned businesses certified as DBE/WBE/DVB receive full 10 points. Insurance requirements include workers' compensation with statutory limits of $1,000,000 per accident, commercial general liability and automobile liability with minimum limits of $1,000,000 per occurrence, umbrella liability coverage of $5,000,000 per occurrence, and professional liability insurance of $1,000,000 per claim.

A single inquiry was received in relation to RFP 26-PD04. The inquiry pertained to the method of delivery for proposals and whether hard copies were required. The following answer was provided and is shared with all potential vendors:

So, you’ll be delivering four separate sealed envelopes. Each envelope will be labeled appropriately and will contain Forms A, B, C, D, E, and G. Then, you’ll have a 5th sealed envelope containing one single copy of Form F. These five envelopes will be delivered to the Finance Department (300 East Main Street). Most people hand-deliver these items and the clerk will date & time stamp the envelopes.

Lastly, you’ll provide one electronic file in PDF format. You can either email it to the address provided or put it on a flash drive and include it with the delivery of hard copies.
