2.8.6 PRICE
The Quoter shall completely fill out all tables in the Excel Price Template- Attachment 2 highlighted in blue. The Quoter shall insert pricing for each specified vehicle listed in Column A. The offeror can add tabs to the pricing spreadsheet to include additional information for pricing consideration.
2.9 EVALUATION AND AWARD PROCESS
Basis for Award The selection of the Quoter with whom the FBI will establish a Single-Award Firm Fixed Price Contract to include all ten (10) vehicles will be based on best value to the Government. Award will be based on the determination of Best Value Tradeoff to the government based on the evaluation factors listed below.
Discussions The FBI intends to evaluate quotes and award a contract without discussions (except clarifications as described in FAR 15.306(a)). Therefore, the quoter’s initial quote should contain the offeror’s best terms. The FBI reserves the right to conduct discussions if the CO later determines them to be necessary.
If discussions are required, they may be conducted either orally or in writing. The scope and extent of the discussions are a matter of CO judgment as set forth in FAR 15.306. Offerors may be restricted to a short turnaround within two business days in responding to the CO.
Evaluation of Quotes Quotes shall be evaluated to ensure that all mandatory requirements set forth in the RFQ can be met.
Exception to the terms and conditions will be determined technically unacceptable. Quotes will be evaluated based on the following evaluation factors listed in order of priority on a best value basis.
RFQ Requirements, Terms and Conditions Quoters are required to meet all solicitation requirements, such as terms and conditions, technical requirements, in addition to those identified as factors to be eligible for award. Failure to comply with the terms and conditions of the solicitation may result in the Quoter being removed from consideration for award. Evaluation criteria and standards are mentioned in the following section.
Evaluation Methodology Order of Importance The table below shows the factors and their relative order of importance in descending order. The Source Selection Authority will select the Contractor whose quote is considered the best value to the FBI consistent with the factors listed below.
Request for Quote RFQ Version 1.2 Page 9
Volume Factor Description Relative Importance
Volume I: Technical Capability Factor I: Technical Capability
Factor I Technical Capability 1st (Most important Factor)
Volume II
Past Performance
Factor I Past Performance 2nd (Less important than Volume I Factor I)
Volume III
Price
Factor I Price Least important factor
Volume I Factor I is the most important factor. Volume II Factor I is second, less important than Volume I Factor I. All Technical and Past Performance Factors are more important than Volume III Factor I, Price, however, as non-price ratings become similar, the price factor will be elevated in importance.
Volume I – Factor I Technical Capability The Government will evaluate the Quoter’s Technical Capability to determine the extent to which the quote demonstrates a clear understanding of the requirements and the ability to successfully perform the tasks outlined in the Statement of Work (SOW). Technical Capability will be assessed based on the soundness, feasibility, and completeness of the proposed approach. The Government will consider the degree to which the Quoters quote demonstrates innovative methods, efficient processes, and the ability to meet or exceed performance objectives. Strengths, weaknesses, significant weaknesses, and deficiencies will be documented.
The quote shall not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the Quoter intends to meet these requirements. Quoters shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the quote.
Volume II - Factor I Past Performance:
The Past Performance Volume shall describe the Quoter’s experience and past performance on at least three (3) efforts similar in size and scope to this solicitation within the past five (5) years. If the Quoter does not have at least (3) efforts of similar size and scope within the past five (5) years it is the Quoter’s responsibility to indicate that in their quote. While emphasis on the past performance of the Quoter is required, Volume II may also include significant experience of a proposed subcontractor as one (1) of the past performance efforts. Each past performance effort shall include the name of the referenced contract, the scope of the contract, as well as specific details of the requirements and how they were met.
Request for Quote RFQ Version 1.2 Page 10
The Quoter will fill out the top portion of the attached Past Performance Questionnaire (PPQ), specific to the Past Performance examples submitted with the quoter’s quote. The Quoter will contact their respective client references and have them complete the bottom portion of the PPQ.
The Quoter must have their client references email the completed PPQ to the CS Jamie Compton at jlmelzer@fbi.gov and CO Maureen Murdock at mmurdock@fbi.gov on or before the solicitation due date. It is the responsibility of the Quoter to have the PPQ completed by their references and emailed to the Contract Officer.
* In the case of a Quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Quoter may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the Quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
In conducting this evaluation, the Government reserves the right to use past performance information provided by the Quoter and data obtained from other sources available to the Government, to include, but not be limited to, the Contractor Performance Assessment Reporting System (CPARS) or other databases; interviews with Program Managers and Contracting Officers (COs).
Volume III - Factor I Price:
Price will be evaluated as the total quoted amount of all priced items and services (Itemized Breakdown) for all PoP years, to include Labor Cost. The Government will evaluate the quoted price for completeness, fairness and reasonableness. The Quoter shall detail and provide the source material (examples, supplier quotes, purchase history, etc.) used to develop any proposed incidental services, ODCs or administrative fees.
Rating Methodology for Technical Quotes will be evaluated by use of the color-coded and/or adjectival rating system below for the Technical Factors. This system will allow the Technical Evaluation Team to assign an overall rating based upon identification of strengths, weaknesses, deficiencies, and risks associated with each Factor and Sub-factor identified in each Quote. The intent of the rating system is to add objectivity to the evaluation process such that meaningful and consequential differences between the quotes are recognized, and insignificant differences are not considered.
The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings. The following rating definitions will be used in the assessment of Technical Factors.
Request for Quote RFQ Version 1.2 Page 11
Color Rating Definition
Blue

Exceeds performance or capability standards noticeably by demonstrating one or more significant strengths. No weaknesses (significant or minor) or deficiencies noted. Risk of unsuccessful performance is very low.
Green
Good
Quotes meet requirements and indicate an adequate approach and understanding of the requirements.
Strengths outweigh Weaknesses that are minor or will have little or no impact on contract performance. No deficiencies exist.
Risk of unsuccessful performance is no worse than moderate.
Yellow
Marginal
Quote does not clearly meet requirements and does not demonstrate an adequate understanding of the requirements. Errors and omissions may exist. One or more weaknesses or significant weaknesses are noted. Risk of unsuccessful performance is high.
Red Unacceptable Quote does not meet requirements and contains one or more deficiencies. Quote is ineligible for award.
Evaluation Definitions
• “Significant Strength” means an outstanding or exceptional aspect of the approach that greatly exceeds the acceptable level of quality and provides a beneficial capability.
• “Strength” means a significant aspect of the approach that exceeds the acceptable level of quality and provides a beneficial capability.
• “Weakness” is a flaw in the approach that increases the risk of unsuccessful performance.
• “Significant Weakness” is a flaw in the approach that greatly increases the risk of unsuccessful performance.

Request for Quote RFQ Version 1.2 Page 12
Rating Methodology for Past Performance This area will be evaluated on a pass/fail basis with risk identified. The following ratings with risk assessments will be used for the evaluation.
Past Performance will be evaluated on a pass/fail basis. A quote must receive a pass or neutral rating to be eligible for award. If the Quoter does not have a history of performance within the past five years of similar size and scope as related to this solicitation they will be given a neutral rating. A neutral rating is equivalent to a pass rating. A quote that receives a “fail” rating is ineligible for award.
RATING DEFINITION
Pass
Based on the Quoter’s quote response and/or feedback from current or former customers, little to no doubt exists that the Quoter will successfully perform the required effort. The Quoter’s past performance record demonstrates a consistent history of acceptable performance on contracts of similar size and scope. Any significant problems encountered, if identified through customer surveys, were successfully mitigated.
Neutral
Based on the feedback from the Quoter their current or former customers, no Quoter performance record exists on efforts comparable as the same size and scope to the required effort. Based on all available information, normal contractor emphasis and routine government oversight should preclude any significant problems on the required effort.
Fail
Based on the feedback from the Quoter and/or current or former customers, extreme doubt exists that the Quoter will successfully perform the required effort. Substantial Government intervention and assistance in performing the tasks may be required to ensure adequate Quoter performance. This rating may be assigned when more than one termination for default is found in the Quoter’s past performance record on contracts of similar size and scope. The Quoter’s past performance record reflects a consistent history of marginal or unsatisfactory performance. Any significant problems encountered may have been mitigated but nevertheless resulted in substantial adverse impacts to cost, schedule, or overall performance.
Request for Quote RFQ Version 1.2 Page 13
Rating Methodology for Price Evaluation
Completeness - The Price Quote will be evaluated for completeness by assessing the responsiveness of the Contractor in providing price data and by assessing the traceability of price to the proposed solution.
Failure to comply with this requirement will result in an incomplete price quote and may result in an un-awardable quote.
Fair and Reasonableness – The Price Quote will be evaluated for fairness and reasonableness. For the prices to be fair and reasonable, they should not exceed that which would be incurred by a prudent person in the conduct of competitive business. Reasonableness assessments will depend upon a variety of considerations and circumstances and will be considered for all labor categories needed to fulfill the requirements.

2.13 ELECTRONIC INVOICING REQUIREMENTS
The Federal Bureau of Investigation (FBI) requires vendors to submit invoices and supporting documentation electronically through the Invoice Processing Platform (IPP). IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service (Treasury) in partnership with the Federal Reserve Bank of St. Louis (FRSTL). IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. To learn more about IPP, please visit IPP.gov.
Invoice Submission
Vendors are required to create and submit electronic invoices using the IPP system. Invoices submitted by email will not be accepted. This requirement applies immediately upon contract award. For contract-specific questions, please contact the designated contracting officer for your contract.
Obtaining IPP Access
If your company has already enrolled in IPP:
You will not be required to re-register. Please contact your company's IPP account administrator so that he/she may add you as an additional user to your company’s IPP Collector account.
If your company has NOT enrolled in IPP:
Your company will be auto-enrolled for IPP using information from your SAM.gov account. Your company's Primary Electronic Business Point of Contact (POC) will be designated as an IPP administrator.
This POC will be contacted by email to register when the FBI initiates the enrollment process through IPP. To prevent enrollment delays, please ensure your designated Electronic Business POC in SAM.gov is up to date.
Your company’s IPP administrator will be responsible for initial account registration as well as creating and managing your company’s IPP users and permissions. Please note that due to U.S. Department of the Treasury guidelines, IPP cannot set up User IDs using a shared email address.
How to register for IPP:
1. Once FBI initiates the enrollment process, your company’s designated Electronic Business POC in SAM.gov will receive two emails from IPP Customer Support (ipp.noreply@mail.eroc.twai.gov):
