About this file

This is a Questions and Answers document (RFQ Interchange Form) dated July 21, 2026, for FBI CJIS solicitation RFQ-15F06726Q0000291 regarding Crime Scene Management Vehicles (CSMV). The document contains 22 government responses to vendor inquiries regarding vehicle specifications, design flexibility, and warranty requirements for the procurement of ten crime scene management vehicles to be delivered to ten FBI Field Office locations within 18 months of award.

Key clarifications provided include: only one Air Transport Large Crime Scene Management Vehicle (ATLCSMV) with air-transport approval is required for delivery to Miami Field Office, while three standard Large Crime Scene Management Vehicles (LCSMV) are needed for other locations; Mercedes-Benz Sprinter chassis are acceptable as replacements for the retired Dodge Sprinter; an overall vehicle length of 290 inches is acceptable; fully welded aluminum body construction is acceptable for ATLCSMV and LCSMV variants but not for Small Crime Scene Management Vehicles (SCSMV); preliminary weight and weight distribution calculations should be submitted with proposals; alternative build methodologies that exceed specifications are acceptable if vendor-supplied details are approved; and vendors may propose alternate materials (rigid foam board for fiberglass insulation, fabricated aluminum ladders with equivalent "Out & Down" systems) and hybrid lithium battery systems if they meet performance requirements of 12 kilowatts for 24 hours minimum. The government indicated that warranty clarifications regarding the $25 million umbrella liability coverage requirement and lifetime electrical warranty definitions were still under review. The contractor is responsible for ensuring vehicles meet C-5 air-transport requirements and providing necessary documentation but will not be required to obtain final certification.

2RFQPage 3- Section 2.3 Scope of Work/ 2.4 DeliverablesThe LCSMV being delivered to Miami, FL is the only ATLCSMV listed. Do any other vehicles need to be Air- Transport approved?Only 1 Air Transport. ATLCSMV, Air Transport Large Crime Scene Management Vehicle (Quantity 1) delivered to Miami Field Office
3SOW2. Description of Services/Introduction (2.1,2.2)Do all four LCSMV's need to be Air-Transport approved?Only 1 Air Transport Variant is needed delivered to Miami Field Office.

ATLCSMV - quantity 1 is the air transport large crime scene vehicle LCSMV - quantity 3 is just the large crime scene vehicle

4GeneralN/AThere are numerous ways the specs and layout can be interpreted. Is there a floor plan to reference. The FBI does not have any plans to reference.
5Would a fully welded, all-aluminum body type be acceptable?Yes for the ATLCSMV & LCSMV, no for the SCSMV
6Attachment_1_-_Statement_of_Work_(SOW)_-_Crime_Scene_VehiclesPage 8, Section 4.1(i) General ConstructionThe requirements outline the vehicle load distribution being in accordance with the National Fire Protection Association. Would the Government consider requiring the vendors provide preliminary weight and weight distribution calculations with the submission in place?Yes
7Attachment_1_-_Statement_of_Work_(SOW)_-_Crime_Scene_VehiclesPage 7–8, Section 4.1(a) Intent of SpecificationsThe build specifications for the vehicle outline the use of double H wall beams alongside 0.125" aluminum alloy 5052-H36 side panels. These specifications reflect a single manufacturer's build methodology for the vehicles. Would the Government accept and alternative build methodology that exceeds the requirements, promoting increased competition between vendors?Yes
8Attachment_1_-_Statement_of_Work_(SOW)_-_Crime_Scene_VehiclesPage 3, Section 2.3 Scope of Work and Page 7–8, Section 4.1(a) Intent of SpecificationsThe dodge Sprinter van outlined in the specifications has been retired and replaced with the Mercedes Sprinter van. Can the Government please confirm if the intent is to use the Mercedes Sprinter?Mercedes Sprinter is acceptable
9Attachment_1_-_Statement_of_Work_(SOW)_-_Crime_Scene_VehiclesPage 3, Section 2.3 Scope of Work and Page 7–8, Section 4.1(a) Intent of SpecificationsThe specifications outline an overall length for the Small Crime Scene Management Vehicle to be less than 175". A Sprinter Van 3500XD is a larger vehicle with a configured bumper to bumper length up to 290". Is it acceptable for vendors to propose a 3500XD that stays within an overall length of 290"?290" is acceptable for overall length
10SOW3 Vehicle VariantsThe document references a Dodge Sprinter chassis. Please confirm that Mercedes-Benz Sprinter meets the stated performance requirement.Mercedes Sprinter is acceptable
11SOW3 Air Transport VehicleOn page 3 the SOW states "Each of the LCSMV's, when delivered to the four RDT locations, must have modifications to ensure they meet the air-transport requirement." However, page 4 paragraph 2.2 identified "(1) LCSMV (Air-Transport Requirement". Please confirm it is only one vehicle.Only 1 is correct for the LCSMV Air Transport to be delivered to Miami Field Office
12SOW3 Air TransportPlease confirm that the Contractor is responsible for only designing the vehicle to published C-5 transport requirements and providing associated documentation for the US Air Force, and not responsible for obtaining the actual certification as part of this build process and scope of work. The contractor is responsible to ensure the vehicle meets the requirements and can provide all required weight/balance and materials engineering certificates needed to obtain the certification but will not be required to obtain the certification.
13SOW10–11 InsurancePlease confirm the rationale for the required $25 million umbrella liability coverage, which significantly exceeds typical specialty vehicle industry requirements. Will lower limits be considered?Warranty information still being looked into. Will have an answer provided ASAP.
14SOW12 Electrical WarrantyThe SOW requires a lifetime warranty on all electrical components and wiring. Please define "lifetime" (vehicle service life, original ownership period, or another defined duration).Warranty information still being looked into. Will have an answer provided ASAP.
15SOW12 Electrical WarrantyDoes the lifetime electrical warranty apply to commercial off-the-shelf components supplied by third-party manufacturers or only to Contractor-installed wiring and workmanship?Warranty information still being looked into. Will have an answer provided ASAP.
16SOW15 Console(vi) states "The cab shall have radio wiring preinstalled to the specifications of section 4.4(w)(i)", but this section does not spell out any prewiring requirements for the cab, only workstations. Please clarify if there is a need for radio prewiring in the cab console.Yes there are requirements for the wiring for 1 radio in the vehicle cab area
17SOW16 & 33 LadderIs a fabricated aluminum ladder an acceptable substitute for the Zirco Quic ladder?A standard fixed mount fabricated aluminum ladder is not an acceptable replacement for the Zirco Quic Ladder. If the fabricated aluminum ladder offers a similar "Out & Down" system that allows the ladder to move from a storage mode to an extended access mode that would be acceptable.
18SOW17 Body ConstructionThe body construction specifications prescribe specific manufacturing methods (buck rivets, extrusion profiles, weld spacing, etc.). Will the Government accept alternate body construction techniques that achieve equal structural performance and durability?Yes, if the vendor supplies details on the alternate methods for approval.
19SOW25 GeneratorWould the Government consider a hybrid lithium battery system that substantially reduces generator runtime, fuel consumption, and maintenance while maintaining required endurance?Yes if the hybrid lithium battery system is able of producing 12kw of power for a minimum of 24 hours without interruption
20SOW38 InsulationIs rigid foam board insulation an acceptable alternate to fiberglass?Yes
21SOW50 Console(vi) states "The cab shall have radio wiring preinstalled to the specifications of section
4.6(u)(ii)", but this section does not spell out any prewiring requirements for the cab, only workstations. Please clarify if there is a need for radio prewiring in the cab console.Yes there are requirements for the wiring for 1 radio in the vehicle cab area
22SOW61 GeneratorTwo questions: 1) 12KW generators are typically not required for Sprinter Van builds, we usually utilize the 8KW Cummins Onan paired with 30A shore power. Is the 12KW specified required or can we substitute for an 8KW? 2) Would the Government consider a hybrid lithium battery system that substantially reduces generator runtime, fuel consumption, and maintenance while maintaining required endurance, or even a full lithium battery system?12KW is required. A hybrid lithium battery system might be considered, but the system would have to be capable of producing 12kw of power for a minimum of 24 hours without interruption.
