1.0 Introduction

The Puerto Rico Highway and Transportation Authority (PRHTA) propose signing, guardrails, and bridge transition upgrade improvements in selective sites at State Road PR-53 from Km 7.0 to

Km. 46.76 at municipality Ceiba and from Km. 49.50 to Km. 51.76 at municipality Maunabo, Puerto

Rico. The location of the proposed project is shown in Figure Number 1.

Figure Number 1 – Location Map

The project considers the need of the removal of structures and obstructions in the area, removal metal guard’s barriers, and concrete bridge transition upgrade. Prior to the improvements, the services of CMA Architects & Engineers LLC were retained to carry out a Lead

Based Paint (LBP) inspection.

The LBP inspection was conducted in general accordance with the Puerto Rico

Department of Natural and Environmental Resources requirements. To conduct the inspection, CMA used an XRF Analyzer to determine the lead concentration of the painted surfaces.

The hazard level of lead in paint has been determined by the department of Housing &

Urban development as 1.0 mg/cm2 weight measured using XRF or 0.5% by weight (or 5,000 ppm) as measured by AAS, or Inductive Coupled Plasma (ICP). The same level was adopted by EPA regulations published in 1992, under Title X and by the Environmental Quality Board1.

This document was prepared for the sole use of the PRHTA. No other party should rely on the information contained herein without prior written consent of the PRHTA. The scope of services, inspection methodology, and results are presented below.

PRTHA has requested assistance from CMA Architects & Engineers LLC to determine the presence of lead based paint at the proposed project. The intent of this inspection was to ascertain the presence of lead-based paint above specified regulatory action levels. If LBP is found, the inspection will identify the components, the area, and their respective lead

3.0 General Background

Lead is a naturally occurring element found in nature in the form of ores; it is a heavy, soft, malleable bluish metal. The history of its uses traces back many centuries. The oldest known lead object was a statue excavated in Turkey and dated somewhere around 6500 B.C. During the Roman Empire, lead was used extensively in many aspects of life; to line vessels that stored water and wine, in utensils, and, in combined form, as a glaze on pottery.

In more recent years lead was widely used to extend the protective properties of paints, helped automobiles attain better fuel efficiency, protected occupation ally exposed workers from harmful radiation and provided a suitably dense material for ammunition and fishing weights. Even though it is no longer used in many of these applications, millions of homes remain painted with lead paint. It's been estimated that approximately 94% of the residential housing in

San Francisco was built prior to 1978 and probably has lead-based paint. Lead-based paint chips, as well as soil and household dust contaminated with lead are the primary sources of childhood lead poisoning.

3.1 Possible Adverse Health Effects of Exposures to Lead

Lead exposure affects the nervous system and can cause a range of health effects, from behavioral problems and learning disabilities, to seizures and death. Children six years old and younger are most at risk.

-9-

Children

If not detected early, children with high levels of lead in their bodies can suffer from:

· Damage to the brain and nervous system

· Behavior and learning problems, such as hyperactivity

· Slowed growth

· Hearing problems

· Headaches

· In rare cases of acute lead poisoning from ingestion of lead, seizures, coma and even death.

Pregnant Women

Lead can accumulate in our bodies over time, where it is stores in bones along with calcium. During pregnancy, lead is released from bones as maternal calcium is used to help form the bones of the fetus. This is particularly true if a woman does not have enough dietary calcium. Lead can also be easily circulated from the mother's blood stream through the placenta to the fetus. Mothers with high levels of lead in their bodies can expose their developing fetuses, resulting in serious and developmental problems including:

· Miscarriages,

· Premature births or low birth weight,

· Brain damage decreased mental abilities and learning difficulties, and/or

· Reduced growth in young children.

-10-

Adults

Lead is also harmful to adults. Adults can suffer from:

· Reproductive problems (in both men and women),

· High blood pressure and hypertension,

· Nerve disorders,

· Memory and concentration problems, and

· Muscle and joint pain.

3.2 Regulatory Review

Enforcement of the lead-based paint program is conducted under the Toxic Substances

Control Act (TSCA). TSCA gives the Environmental Protection Agency authority to inspect, subpoena documents, require testimony and bring civil administrative actions.

EPA has issued civil administrative enforcement response and penalty policies. The goal of the lead-based paint enforcement response and penalty policies is to provide fair and equitable treatment of the regulated community, predictable enforcement responses, and comparable penalty assessments for comparable violations, with flexibility to allow for individual facts and circumstances of a particular case.

4.0 Methodology

Prior to the sampling, CMA obtained a layout and demolition drawings to determine the areas that need to be inspected. We include as Appendix A copy of these reference drawings.

During the process of evaluation, the presence of lead in the project was determined using an XRF Analyzer. XRF (X-ray fluorescence) is a non-destructive analytical technique used to determine the elemental composition of materials. XRF analyzers determine the chemistry of a sample by measuring the fluorescent (or secondary) X-ray emitted from a sample when it is excited by a primary X-ray source. After each measure, the CMA inspector completed the spreadsheets with the information obtained during the sampling period.

Spreadsheets containing a compilation of XRF sampling results by the road component for tested areas are included in Appendix B of this report. Individual test spots are listed in the spreadsheets, including but not limited to a sample number, color and paint condition, substrate type, a description of the component, location, lab result, quick mode, and the test value in mg/cm2. Location photos will show where components were tested for lead-based paint in

Appendix C.

Paint-chip sampling is generally required when an irregular or unusually small surface is encountered which cannot be assayed with an XRF device or when initial XRF test values are high negative or low positive. Field chain of custody forms are completed for the paint chips samples at the point of collection if is necessary.

5.0 Findings

A total of twenty-three (23) XRF measures sampling were obtained the elements that will be removed as per drawings RSD-01 to RSD-05 provided by CMA Architects & Engineers LLC. The inspected elements to be removed include metal barriers and bridge transitions. Of these, no positive results were obtained. A positive result is one with a concentration of more than 1.0 mg/cm2. It was not necessary to performed sampling in the guard rails due to the lack of paint.

The following table shows the sampling results:

1.0 Introduction

The Puerto Rico Highway and Transportation Authority (PRHTA) propose signing, guardrails, and bridge transition improvements in selective sites at State Road PR-53 from

Km 7.0 to Km 46.76 at municipality Ceiba and from Km. 49.50 to Km. 51.76 at municipality

Maunabo, Puerto Rico. The proposed project consists of improvements of existing highway segments to improve safety to drivers. The location of the proposed project is shown in

Figure Number 1 Report Part I.

CMA Architects & Engineers LLC technical personnel conducted an Asbestos

Containing Materials (ACM) at the existing State Road PR-53 in specific removal structures site from Km 7.0 to Km 46.76, and from Km. 49.50 to Km. 51.76 in Ceiba and Maunabo at

Puerto Rico.

This inspection was performed, in general accordance with the U.S. Environmental

Protection Agency and 40 CFR763 AHERA, 40 CFR61, Sub Part M NESHAP and the

Environmental Quality Board guidelines for presence of asbestos containing materials inspections.

The U.S. Environmental Protection Agency (EPA) and others distinguish between friable and non-friable forms of ACM. EPA identifies three (3) categories of ACM used in buildings, (a) Surfacing Materials, (b) Thermal System Insulation and (c) Miscellaneous

Materials.

The classification bears implications for number of samples to be taken. For

Surfacing material, there’s the 3-5-7 rule, meaning 3 samples from less than 1,000 square feet area, 5 samples from 1,000 to 5,000 square feet area, and 7 samples from greater than 5,000 square feet area. For Thermal System Material, with some exceptions, 3 samples should be taken for each homogeneous area. For Miscellaneous material, at least one sample should be taken from each homogeneous material.

ACM Inspection Report

-5-

Homogeneous material means an area of surfacing material, thermal system insulation material or miscellaneous material that is uniform in color and texture. It should be pointed out that materials appear to be homogeneous and adjacent to each other may in fact have different contents in terms of asbestos and only laboratory testing will decide whether they are really the same homogeneous area.

A material that contains asbestos is friable if the material, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure, and includes previously non-friable material after such previous non-friable material becomes damaged to the extent that it meets the criteria as a friable material.

The registered inspector is responsible for inspect the building for friable and non-friable materials and materials o products are likely to contain asbestos. Additional is responsible for (1) determining whether ACBM is present in a building, (2) assessing physical characteristics of the ACBM, and (3) determining its potential for disturbance.

This document is prepared for the sole use of PRHTA. No other party should rely on the information contained herein without prior written consent of PRHTA. The scope of services, inspection methodology, and results are presented below.

None ACM suspected material was encountered during the inspection. This document is prepared for the sole use by PRHTA. No other party should rely on the information contained herein without prior written consent of PRTHA. The scope of services, inspection methodology, and results are presented below.

3.0 General Background

The word asbestos1 is derived from a Greek adjective meaning inextinguishable.

'The "miracle mineral", as the Greeks referred it to, was admired for its soft and pliant properties, as well as its ability to withstand heat. Asbestos was spun and woven into cloth in the same manner as cotton. It was utilized for wicks in sacred lamps. The Romans likewise recognized the properties of asbestos and it is purported that they cleaned asbestos tablecloths by throwing them into the flames of a fire.

3.1 Characteristics of Asbestos

Asbestos is a naturally occurring mineral. It is distinguished from other minerals by the fact that its crystals form into long, thin fibers. Deposits of asbestos are found throughout the world. The primary sites of commercial production are: Canada, Russia, and South Africa. Asbestos is also mined commercially in the United States.

Asbestos minerals are divided into two groups--serpentine and amphibole. The distinction between groups is based upon its crystalline structure -- serpentine minerals have a sheet or layered structure, amphiboles have a chain-like crystal structure.

Chrysotile, the only mineral in the serpentine group, is the most commonly used type of asbestos and accounts for approximately 95% of the asbestos found in buildings in the United States. Chrysotile is commonly known as "white asbestos", so named for its natural color.

Five types of asbestos are found in the amphibole group. Amosite, the second most likely type to be found in buildings, is often referred to as "brown asbestos". As you

The remaining three types of asbestos in the amphibole group are: anthophyllite, tremolite, and actinolite. These are extremely rare, and of little commercial value.

Occasionally they are found as contaminants in asbestos containing or other materials.

Once extracted from the earth, asbestos-containing rock is crushed, milled

(ground) and graded. This produces long, thread-like fibers of material. What actually appears as a fiber is an agglomeration of hundreds or thousands of fibers each of which can be divided even further into invisible fibers.

3.2 Health Effects

The relationship between exposure level and health risk is very complex. Although this relationship is not completely understood, asbestos exposure has been associated with various types of lung diseases including a debilitating lung disease called Asbestosis;

a rare cancer of chest called Mesothelioma; and cancers of the esophagus, stomach, colon and other organs. Asbestosis is not fatal; it is however incurable. One who has it cannot breathe easily and physical activity becomes limited. Mesothelioma is 100% fatal, as there is no cure. These diseases can be directly linked to asbestos because of the mineral particles that can be finding in the lining of the lungs and stomach, since the body cannot absorb these minerals. Tests have determined that asbestos can cause cancer, but scientists disagree on the amount of asbestos fibers that must be inhaled to cause cancer. The nose filters out all visible particles. Therefore, only the microscopic fibers are the one who cause the problems.

Studies indicate different health effect resulting from exposure to chrysotile asbestos versus exposure to the amphibole form of asbestos. The later, which include

-9-tremolite, amosite, actinolite, anthophyllite and crocidolite have more significant health impact than chrysotile. Some scientists cite studies concluding that is the size of the fibers deposited in the lungs that result in cancer. Long, thin fibers, greater than 8 microns in length and less than 0.25 microns in diameter show the highest potential of cancer development.

3.3 Regulatory Review

To date two federal agencies have been principally responsible for generating regulations for asbestos control. These two agencies are the U.S. Environmental

Protection Agency (EPA) and the Occupational Safety & Health Administration (OSHA).

Other federal agencies promulgating regulations regarding asbestos include the

Department of Transportation (DOT) regulations regarding the transport of asbestos, the

National Bureau of Standards-establishing standards and protocols for laboratory accreditation, and the Consumer Product Safety Commission-banning asbestos in some products. These initiatives span the period from the early 1970's to the present.

4.0 Sampling Methods

To properly develop inspection strategy, project drawings and other pertinent documents and information were evaluated. The information evaluated includes road date constructions.

This inspection was limited to the project area that will be demolished or removal parts of the existing PR-53 State Road improvements Km. 7.0 to Km. 46.76 at municipality

Ceiba, and from Km. 49.50 to Km. 51.76 at municipality Maunabo. During the process of evaluation all areas were inspected: no samples were collected of the surveyed areas.

The asbestos containing material (ACM) can be grouped in three (3) categories which are:

· Surfacing Material: ACM sprayed or trolled on surface for acoustical, decorative, or fireproofing purposes. This includes plaster and fireproofing insulation.

· Thermal System Insulation: insulation used to inhibit heat transfer or prevent condensation on pipes, boilers, tanks, ducts, and various other components of hot and cold-water systems and heating, ventilation and air conditioning (HVAC) systems.

· Miscellaneous materials: Other, largely non-friable products and materials such as floor tiles, ceiling tiles, roofing felt, concrete pipe, outdoor siding and fabrics.

Once these materials are categorized, they have to be assessed according to their physical condition. The conditions are based on the percentage of damage that the ACM exhibit. These conditions are as follows:

-11-

· Significantly Damaged: more than 10% of distributed damage or 25% localized damaged.

· Damaged: less than 10% of distributed damage or less than 25% localized damaged.

· Good Condition: Material with no visible damage or deterioration or showing only very limited damaged or deterioration.

Asbestos Containing Materials that can be considered as in good condition must be evaluated to determine if there is a possibility of suffering damaged from certain common and natural conditions that could alter their good condition. These factors to be used in determining the potential for disturbance of suspected material are:

· Potential for Contact with the material: including service workers and accessible to the occupants.

· Influence of Vibration: motors, intrusive noises, occasional loud sounds.

· Potential for air erosion: High velocity air, noticeable movement of air.
