Questions/Clarifications
Questions/Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were asked at the Pre-Bid Meeting submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. We think that the values in Table 6 (Connection Data) of the Interim Standard Drawing for Ground Mount Traffic Signs on page GMTS-09 are incorrect. The Base Plate cannot be fabricated as indicated in the table.
Additionally, the Stiffener height of 1-3/16” will not provide adequate bracing to counter the moment reaction created by winds at connection of the base to the center post. Lastly, note that the plate thickness is shown for the Base and Stiffener as 2” and 5 1/8” respectively. The approved manufacturer advises that he is not able to manufacture nor quote the Ground Mounted Structures as designed on the Interim drawings for GMTS until this concern is clarified.
Please advise as to how you would like for us to address this.
Response: Please see revised sheet GMTS-09 included in this Amendment for the correct details.
2. As per Amendment No. 0001 the bid schedule units for traffic sign assemblies changed from “each” to “sqft”. After a rigorous review of all of the traffic sign assembly groups, we think its adequate to bid traffic sign assemblies per unit instead of per ‘‘sqft’’. This is due to the fact that some of these signs are grouped within the same category but the mounting, foundation, length of posts, type of posts and/or panel splices vary from sign to sign. The unit of measure (per sqft) will not represent the appropriate cost. A sign of less “sqft” within the same group could represent an extremely higher cost than it would if it were to be quoted separately per unit. For instance, in group ‘‘R’’ some small traffic signs are being overshadowed by ground mounted breakaway signs, this elevates the cost “per sqft” of the small traffic signs exceedingly. We respectfully suggest that a change to the bid schedule units would be appropriate, in order to give the best responsibly possible offer.
Response: The unit of measurement for these items will remain in SQFT.
