Signs and Safety Repairs in PR-52 and PR-53 Solicitation: 693C73-20-B-000024

1) Provide a summary of responses to questions/clarifications asked by potential bidders.
2) Reschedule the Bid Opening date to August 18, 2020 at 2:00 p.m. EST.
Questions/Clarifications
Questions/Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were asked at the Pre-Bid Meeting submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Please clarify if the existing overhead structures Type III-D, Type II, Type II-B with the codes 52,53,54,55,58,59,83,84,87,95,101,102 will stay or they will be replaced with a new structures?
Response: All of the structures that are listed with pay item assembly codes GG or HH in the contract are intended to be installed on existing overhead structures.
Assuming that this question relates to signs in PR-52 (Schedule A), structure codes 52,53,54,55,83,84,87,95,101, and 102 are intended to be installed on existing structures that are to remain. Sign 58 has an assembly code R and therefore, it is to be installed as a new ground mounted structure. Sign Code 59 has an assembly code O and therefore, it is a ground mounted structure as well.
All signs that are to be mounted on overhead structures in PR-53 (Schedule B) are intended to be installed in new structures, since there are no signs that fall under assemblies GG and HH.
2. On PR-52 SIGN CODES: 7, 18, 20 were assigned pay item code R, these signs are normally installed on two ground mounted 3 lbs/ft post and not on the heavy I beam type posts. The price of these two types of mounting posts is very different.
Response: Signs 7, 18, and 20 are intended to be mounted as pay item code R signs like it is shown in the bid documents. PRHTA standards were recently modified to increase the wind resistance of multiple signs and this resulted in the type of mounting for several types of signs to change.
3. Is Pay Item 61311-9000 Traffic Sign Assembly, Code AA supposed to be included in the Bid Schedule for Schedule A? It is listed in the B Pages Summary document for Amendment 1, but wasn’t part of the pay items in the Bid Schedule.
Response: Pay Item 61311-9000 Traffic Sign Assembly, Code AA was eliminated from Schedule A, because it is not needed in the contract. The Amednment 1 bid schedule (B Pages_Amendment 1) is correct. There was an error in the B Pages Changes Summary_Amendment 1 document.
