About this file

This is a Reference Form issued by the Office of the State Courts Administrator (OSCA) for the 5th District Court of Appeal Security Upgrades project. The form requires vendors and staff to provide three customer references for projects of similar scope completed within the past five years. The referenced contract opportunity, ITN #2025-002, seeks a qualified, experienced, and licensed Architectural and Engineering Firm to assess and recommend security upgrades at the 5th District Court of Appeal building located at 300 South Beach Street in Daytona Beach, Florida. Security enhancements include bollard installation at the courthouse entrance, creation of a separate security screening area, improvement of the deputy marshal's work area, and installation of electromagnetic doors at courtroom entrances. A mandatory pre-proposal conference is scheduled for January 22, 2026, at 10:00 AM, with escorted site visits available January 22-23, 2026. Technical and cost replies are due February 11, 2026, at 4:00 PM, with cost volume opening on February 25, 2026. The contract will commence on April 10, 2026, with an initial one-year term and potential renewals for up to three additional years based on satisfactory performance.

Mandatory qualifications require a minimum of five years of design and engineering experience with commercial structures, with at least three years of experience in Florida. Evaluation uses a three-phase approach allocating 100 points each for corporate experience, staff qualifications, and design elements, plus 100 points for cost, with the lowest bidder receiving maximum cost points. Contractors must maintain comprehensive insurance coverage including commercial general liability ($2,000,000 per incident), professional liability ($2,000,000 per incident), builder's risk insurance ($2,000,000 minimum), and workers' compensation insurance, along with a performance bond equal to the total contract amount. Vendors must be registered with the Florida Department of State and comply with E-Verify requirements. Funding for the project is subject to legislative appropriation under chapter 2024-231, Laws of Florida, section 7, line 3302. The completed reference form must be returned by July 19 to Steven K. Updike, CPPB, OSCA General Services Unit, 500 S. Duval Street, Tallahassee, FL 32399-1900.
