About this file
This Q&A document addresses vendor inquiries regarding ITN-2025-002-DCA, a procurement issued by the Office of the State Courts Administrator (OSCA) for architectural and engineering services for security upgrades at the 5th District Court of Appeal in Daytona Beach, Florida. The procurement seeks qualified A&E firms and construction management services providers to conduct preliminary evaluation, design, and development of project documents for security enhancements including bollard installation, security screening areas, deputy marshal work area improvements, and electromagnetic door installation. A mandatory pre-proposal conference is scheduled for January 22, 2026, with technical and cost proposals due February 11, 2026. The contract will commence April 10, 2026, with an initial one-year term and potential renewal for up to three additional years. No project blueprints or design documents currently exist; contractors will be provided documentation and information at the pre-proposal conference to develop preliminary designs and cost estimates for A&E and construction management activities only, with final design and construction decisions to occur after contract award.
The evaluation criteria allocate 100 points each for corporate experience, staff qualifications, and design elements, plus 100 points for cost, with scoring based on lowest cost submission. Vendors must possess a minimum of five years of commercial structure design and engineering experience with at least three years in Florida and must be registered with the Florida Department of State. Respondents must comply with E-Verify requirements and Florida Statutes mandates regarding foreign countries of concern and labor practices. Required insurance includes commercial general liability ($2,000,000 per incident), professional liability ($2,000,000 per incident), builder's risk insurance ($2,000,000 minimum), and workers' compensation coverage, along with a performance bond equal to the total contract amount. The OSCA clarified that pricing should be estimated for A&E and construction management services only, not construction work, and that the State Courts System is not subject to Florida Statute 287.055 (CCNA), allowing cost evaluation as part of the procurement process. Funding is subject to legislative appropriation under chapter 2024-231, Laws of Florida, section 7, line 3302.

VENDOR QUESTIONS/OSCA RESPONSES No. 1 January 9, 2026
Question
Question (exactly as submitted) OSCA Response
1 Please clarify the type of Vendor required for this proposal. The document refers to Invitation to Negotiate throughout, as if documents already exist for the work for bidding; but also describes the need for Architecture and Engineering professional services in 2.2, and a study of needs and schematic design as part of the scope in section 8.3. Are you requesting Professional A/E Services or an installation vendor?
The type of vendor and purpose of the engagement is specified in Sections 2.2 and 8.2 of the ITN. Only vendors who possess the qualifications to provide architect and engineering services and who possess the knowledge, skills and abilities to manage a resulting construction project within the State of Florida will be considered eligible to respond to this ITN.
No project blueprint or design documents currently exist for this project.
2 If Design and Evaluation is required as part of 8.3 Scope of Services, are you requesting the proposers to develop a unique design for the response submission in Parts 2 through 5 of the Evaluation Scoring at this time? What is the design proposal based on?
A preliminary evaluation, design, and project documents are being requested during the procurement phase to provide the evaluation team the ability to assess a sample of Contractor’s work-product and project management processes. Contractors will be provided documentation, blueprints, and information at the pre-proposal conference to use to complete this process.
The final facility evaluation, design, and decision processes will take place AFTER the contract has been awarded.
Revised instructions will be issued to ensure Vendors only provide estimated pricing on A & E and Construction Management activities and do not include pricing on construction work contemplated.
Please note that these are estimates and initial pricing for the contract will be established during the negotiation phase
January 9, 2026 of this procurement, subject to a change order process to be included in the contract.
3 According to CCNA laws in FL Statute 287.055, bids for professional services cannot be requested as part of the scoring, and must be negotiated after identifying the most qualified firm. Please confirm Part 6 (Cost) of 8.7 Evaluation Criteria of the scoring is not applicable.
The State Courts System is not subject to section 287.055, Florida Statutes, and is not utilizing the CCNA during this procurement. We have selected evaluation criteria that will demonstrate the Vendor’s work-product and the processes they will use to manage the construction phase of this project.
As stated in the response to Question 2 above, we will issue revised instructions to ensure Vendors only provide estimated pricing on A & E and Construction Management activities and do not include pricing on construction work contemplated.
