About this file
This document is a technical file package containing product specifications, testing reports, and supporting materials for range equipment and ballistic containment systems, primarily from Range Systems and Flame Seal Products, Inc. The file includes an Intertek fire-testing report dated July 12, 2017, evaluating Flame Seal's RG.45 and FS-RG coated rubber chunk products for compliance with ASTM E108-17 Class A fire standards for roof coverings in shooting range applications. Both products passed spread of flame testing with a maximum flame spread of 3 feet, significantly below the 6-foot Class A requirement. The document also contains comprehensive product specification sheets for Range Systems' equipment, including the CR-2TL Master Control system (capable of controlling up to 40 target lanes with 100 programmable training scenarios), CR-2 Target Retrieval System (offering cable-propelled positioning with accuracy within ±1 inch), Encapsulator Grantrap bullet trap (designed for pistol and rifle rounds up to 7.62mm), and various ballistic panels, baffles, and safety ceiling systems. Range Systems' materials emphasize the company's 25-year track record in designing over 500 shooting facilities globally and highlight their proprietary ballistic rubber technology validated through independent testing by U.S. military laboratories.
The technical documentation emphasizes product performance and safety certifications without providing specific procurement quantities, response dates, contract award timelines, or pricing information. The Flame Seal testing report notes that full ASTM E108-17 Class A compliance would require four additional test types (two Intermittent Flame tests and four Burning Brand tests) beyond the two Spread of Flame tests conducted, indicating the testing was limited to the client's specific request. Range Systems' materials position their equipment as cost-effective alternatives to steel bullet traps with lower acquisition costs, reduced maintenance requirements, and environmental benefits through recycled rubber utilization. The document references Range Systems' products carrying National Stock Numbers and NATO designations and notes the company's availability for consultation at 1-888-999-1217, suggesting these materials may be part of a larger procurement package or specifications document for a shooting range project.

Questions Regard RG.45 Testing
Hi Brad, I have consulted with the Technical and Testing Team at Flame Seal and have these thoughts concerning your questions.
• RG.45 was tested by InterTek Labs using the ASTM-E108 (cClass A), a global leader in independent/third-party testing and certification, on the ASTM E108-11 (Class A). This test has been considered by both the Public and Private sector as the definitive measurement of Fire-Retardant Performance for Rubber Bullet Traps. ASTM measurements offer several classifications: Class A; Class B; and Class C. Class B and C represent lower requirements which may be appropriate for certain applications. Flame Seal tests to Class A which is the gold standard in any of these measurements. It is understood that if the product can meet the Class A requirements then it certainly can meet Class B and C which represent far fewer technical challenges (Flame, Heat, Duration). In the ASTM E108-11, RG.45 was exposed to an active controlled flame, and flame spread was measured.
RG.45 had an excellent Flame Spread rating as you can see in the test report.
The Class A rating is like a Commercial Drivers Licenses in many States. If you meet the highest and most difficult standard, you qualify for any type of equipment. Lower licenses restrict what you can operate. This is why someone with a lower license may wish retest so that they can meet the standard to operate more equipment, there is no need to test further with the highest license.
We share the industry opinion that the Class A Rating is the proper standard for the protection of Rubber Bullet Traps. Shredded Rubber is quite flammable under the right conditions and can be very challenging to extinguish once a fire takes hold. It is our thought that the highest standard under the ASTM E108-11 is critical for indoor shooting ranges, and that is Class A. We continue to develop and refine our products and will meet any future standards that are established for the Shooting Range Industry.
There are several additional things to consider
• The industry standard is the ASTM E108-11. Considering the risks, we suggest that lower standards should not be considered for multiple reasons including liability.

• RG.45 does not require daily or weekly servicing. Products that use super absorbent materials must be constantly looked after since the level of moisture will significantly affect performance of the product.
• Introducing large amounts of water into an enclosed Indoor Shooting Range creates a number of unintended challenges. Higher moisture levels affect heating and cooling systems with the range and can also lead to mold issues at the Bullet Trap and within the building infrastructure
• Finally, introducing water on a consistent basis into a Bullet Trap creates added maintenance leading to higher operational costs over the service life of the equipment.
Please let me know if I can be of any further assistance

2 Introduction
Intertek Testing Services NA (Intertek) has conducted an investigation for Flame Seal Products, Inc., of the external fire performance characteristics of a roof covering assembly, models “FS- RG and RG.45”, including the following Class “A” tests: Spread of Flame testing in accordance with ASTM E108-17 Standard Test Methods for Fire Tests of Roof Coverings; Section 9:
Spread of Flame Test (modified per Section 4.1 of this report). The evaluation took place July 3, 2017.
3 Test Samples
Samples were submitted to Intertek directly from the client. Samples were not independently selected for testing. Samples were received at the Evaluation Center on June 15, 2017 (Intertek I.D. No. SAT1707100942-001 and -002). Test samples were fully constructed by the client offsite and were transported by the client to the testing facility fully assembled, including the test deck.
The samples were installed over a plywood deck with supporting wood joists and consisted of an overall dimension of 40 in. wide × 96 in. long. The samples consisted of rubber chunks (of varying sizes) loose-lay on the plywood deck with a lumber perimeter frame on top of the plywood deck to contain the chunks on the deck. This created approximately a 2 in. thick bed of rubber chunks on the deck. As described by the client, the rubber chunks were then sprayed with an intumescent coating on the top surface. The client provided the following coating and batch number details (not under Intertek surveillance or traceability):
• Sample 1; Model FS-RG applied at 22 wet mils. Average of 16.00 dry mils on test plate.
Batch Number FSRG041817/200A
• Sample 2; Model RG.45 applied at 22 wet mils. Average of 16.78 dry mils on test plate.
Batch Number RG.45061317/5A
The samples were stored in conditioned space at 73 ± 5°F and a relative humidity of 50 ± 5 percent immediately upon arrival at the test facility. Sample remained in this conditioning environment until immediately prior to testing.
The first few feet of the surface of the samples were disturbed to simulate surface damage due to rubber pieces being displaced.
The testing for this project consisted of two (2) ASTM E108 Class A Spread of Flame (SOF) tests of test decks constructed as previously mentioned. The decks were constructed and tested in the following order:
Test
Deck Type
Test Slope (in:in)
Fastening Deck frame Covering
1 SOF 5:12 No fasteners, Loose-lay
Plywood deck Rubber Chunks with FS-RG coating on the surface
2 SOF 5:12 No fasteners, Loose-lay

CR-2 Target Retrieval System
Range Systems CR-2 is a premium target retrieval system that is cable propelled for reliable positioning and easily operated by touch screen control. The CR-2 offers pre-programmed distance settings as well as the ability to manually set desired target stops. The system is built with high quality steel and electrical components to assure a long service life with minimum maintenance. The Master Controller and Local Control modules use touch screen technology to provide instant intuitive control of the system.
The target carrier travels along a rugged steel “I” beam track and its position is tracked using an encoder, which gives reliable and repeatable positioning to within ± 1 inch (2.5cm). The front of the carrier is protected by a 1/4” AR steel angled plate that deflects errant rounds safely while also protecting internal components.
An optional lighting feature is available to provide task lighting at the firing line. A LED light bar installed on the drive unit offers three intensities of white light in the shooting stall. The settings are displayed and selected from the local control screen.
Ideally suited for longer distance ranges, the CR-2 target system has an acceleration feature that is triggered anytime the carrier needs to travel over 50 feet to get to its target
12 fps which allows the target movement to be much faster, providing a more enjoyable experience for the user, and more efficient lane time. The CR-2 target system will function well even in ranges requiring up to 100 yard target distances.
Individual Lane Control Each target lane has its own 7” TFT touch screen lane control that is easy to use. Operation is accomplished by simply pressing the pre-set distance keys to move the target. The main control screen contains 6 pre-set target positions, Home and Max Distance buttons, two jog buttons (plus and minus), and displays the position of the target carrier. The user can select the unit of measure they want to operate the lane in from feet, yards, or meters. A popup keypad on the touch screen allows the user to enter the distance and unit of measure.
If the wrong distance is pressed accidently the user can stop the move by pressing the “Stop Move” button. If the “Stop Move” button is pressed the button will change to read “Move Stopped” and will start flashing. The button has to be pressed again before another move can be made.
LED Light Bar stop or back to home. The carrier speed jumps from 9 fps to
CR-2 Target Retrieval System
The touch screen lane control offers several unique capabilities that are designed for commercial or public shooting range use. One of these features is the shooter must acknowledge the range rules before gaining access to the main control screen. This allows the owner to set their range safety rules and policies and ensures that the user agrees to the terms and conditions by their acceptance.
The lane control screen also contains an “Assistance” button which engages a call light on the drive unit to visually alert the range operator that assistance is required. This allows the shooter to maintain their position in the lane while waiting for assistance, minimizing movement behind the firing line and enhancing range safety. In addition, the lane control will display any fault or alarms to alert the user of an issue with the system.
Master Range Control
The CR-2 target retrieval system can be used as a stand-alone system controlled with a local lane control or can be networked together and controlled with a master control to form an integrated target retrieval system. The Master Control has an 8” color touch screen and can operate up to 20 target lanes simultaneously or a select group. By simply pressing the lane number on the control screen, the lane will be in Master Control and the local control in the lane will be inactive. To deselect lanes from Master Range Control, the operator presses the lane number and it will go back to local control. In addition, the color screen provides a visual when a lane is engaged or disengaged from Master Control.
Another distinctive attribute of the CR-2 target system is a lane timing element that is available through the Master Range Controller. This is a valuable feature for the commercial or public range as it eliminates the need for a separate range timer, automatically manages lane time, and allows the shooter to know of their available time.
When the lane timer is activated at the Master Range Control, the timer starts when the customer “Agrees” to the terms and conditions that are displayed on the local control screen. As the time elapses, the user will receive two warnings - one at 5 minutes and the other at 2 minutes. When their allotted time has expired, the target carrier will return to the home positon and the local control will shut down. The Master Range Control screen provides the range operator with a display showing which lanes are active and the time remaining on each lane.
Encapsulator™ Grantrap
Granular Rubber Trap
Range Systems’ expertise in ballistic containment ensures the effectiveness and integrity of our full complement of bullet trap models. We consider the environmental and safety requirements of firing ranges in our design criteria to ensure our customers receive a bullet containment system that meets their specific need and situation.
Range Systems Encapsulator™ Grantrap safely stops and captures rounds intact with virtually no lead dust or bullet fragmentation. This allows shooters to advance downrange and engage targets at extremely close distances, even at acute angles with no concern of ricochet or back-splatter.
To contain rounds, Encapsulator™ Grantrap utilizes a thick layer of granulated recycled rubber is supported by an inclined steel structure. A self-feeding reservoir at the top of the trap allows supplemental granular rubber to filter down to maintain a proper depth of rubber in the trap.
Ballistic rubber Dura-Bloc™ at the toe of the bullet trap provides a ricochet-free border to contain the rubber granulate material.
Encapsulator™ Grantrap is an environmentally-friendly bullet containment system. When a bullet strikes the trap, the rubber granular material absorbs the round’s energy and safely decelerates the bullet.
The round is captured in the rubber media creating no lead dust from bullet impact and fragmentation and eliminating the noise generated from rounds impacting a steel bullet trap. These product attributes lower the sound level in the range and reduce airborne lead contaminants. In addition, because bullet fragmentation at the trap is nearly eliminated, subsequent airborne lead is also reduced, which may result in less frequent filter changes for the range ventilation system.
Encapsulator™ Grantrap is designed for high volume use and defeats conventional pistol and rifle rounds up to 7.62mm (M80 Ball) and 5.56mm (M855 Ball). Tracer or incendiary rounds are NOT permitted.
Encapsulator™ Grantrap
Encapsulator™ Grantrap provides these benefits:
• Lower acquisition cost versus steel traps.
• Ideal for high volume range use.
• Safely captures rounds fired at close range or at any angle.
• Bullets remain virtually intact, thus reducing lead dust.
• Significantly lowers bullet impact noise in the range.
• No moving parts eliminates potential of mechanical failure.
• Requires no power to operate.
• Modular design provides easy installation.
• Provides a small footprint.
Provides a cleaner range environment than steel bullet traps
Encapsulator™ Grantrap as manufactured by Range Systems for capturing jacketed, semi-jacketed and non-jacketed, shot and slug projectiles with velocities 600 feet per second (FPS) (183 meters) to .308/7.62 mm grade, certified up to 3600 foot-pounds (4881 joules) of impact. Encapsulator™ Grantrap captures projectiles fired from oblique angles and point-blank range without back-splatter or ricochet. Tracer or incendiary rounds are NOT permitted.
• Trap Assembly includes a support frame inclined relative to the direction of incoming projectiles.
• Support frame includes an inclined support surface fabricated from 10 gauge steel and supported by a steel truss structure arranged and configured to properly support the granular rubber media.
• Rubber granulate material fills the area within the support frame.
• Dura-Bloc™ ballistic rubber forms the front edge of the trap assembly to contain the rubber granulate fill and capture errant rounds. An optional rubber cover for outdoor range application reduces debris from entering granulate.
• A hopper located above the target region of the trap provides a supplemental volume of rubber granulate to maintain a constant depth of material. The front facing of the hopper is constructed of AR 500 steel and covered with 2 inch (51
mm) thick Dura-Panel™ rubber to provide ballistic protection and capture errant shots. To accommodate lower ceiling height, trap assembly will be complete without hopper components.

▪ Environmentally-friendly bullet containment system. When a bullet strikes the trap, the rubber granular material absorbs the round’s energy and safely decelerates the bullet. The round is captured in the rubber media creating no lead dust from bullet impact and fragmentation and eliminating the noise generated from rounds impacting a steel bullet trap
▪ Designed for high volume use and defeats conventional pistol and rifle rounds up to 7.62mm (M80 Ball) and 5.56mm (M855 Ball). Tracer or incendiary rounds are NOT permitted
▪ ACT3000 Bullet Trap:
▪ Free-standing, requires no additional support, and has no dividing walls or partitions between modules.
▪ Designed to handle all pistol calibers, rifle calibers, 22 long rifle up to and including .458 Winchester mag, full automatic. Tested to handle M134 Mini-Gun – 3000 RPM.
▪ Handles tracer rounds, frangible & lead free rounds.
▪ Encapsulator™ BlocTrap:
▪ Small footprint – less than 16” (40.6 cm) depth
▪ Stops rounds up to .308/7.62mm caliber
▪ Modular design can be bolted to existing walls or installed free-standing
▪ Limited space, low throughput
BULLET TRAPS
BULLET TRAP
▪ Range Systems baffle systems protect vulnerable ceiling areas or range fixtures by stopping and containing errant rounds, significantly minimizing the occurrence of dangerous ricochet.
▪ Spacing of baffles is dependent on the range distance (firing line to target line) and ceiling height in indoor range facilities. Baffle placement is calculated using line of sight from standing, kneeling, and prone positions in a fixed firing line range.
▪ Baffle sections can be bridged from wall-to-wall, suspended from the ceiling structure, hung vertically or angled.
▪ Our baffles and guards also protect downrange lights, columns, utilities, or any type of protuberance that is in the line of fire.
BAFFLES
▪ Dura-Panel™
▪ Designed to minimize the danger of ricochet and splatter of standard pistol and rifle rounds up to .308/ 7.62 mm.
▪ Can be applied directly to ballistic steel, concrete, or plywood using an industrial adhesive
▪ Each panel will take approximately 2000 rounds before replacement is required, depending on bullet type, concentration of shots, distribution of wear, and substrate used for backing.
▪ Acoustic Dura-Panel™
▪ Effective noise control measure for firing ranges plus offers all the ballistic capabilities of Dura-
Panel™.
▪ Grooves molded into the panel increase the surface area which improves noise reduction by reducing reverberation and absorbing sounds and provides a Noise Reduction Coefficient (NRC) rating of 0.65
▪ Dura-Bloc™
▪ Rubber composite block designed to encapsulate ammunition up to 7.62 caliber
▪ Self-healing properties close the bullet’s path after the round has penetrated the surface so each bullet is encapsulated inside the ballistic rubber block
Ballistic Panels & Blocks
▪ ProTacts™ safety ceiling:
▪ Eliminates the risk of misdirected shots that could harm the shooter or overhead utilities by stopping and completely encapsulating the round in its path
▪ Constructed of Dura-Panel™ or Acoustic Dura-Panel™ cold-molded ballistic rubber panel and AR ballistic steel.
▪ From the firing line and extending 12 feet downrange reduces the risk of injury of a vertically misdirected shot
▪ ProTacts™ Tactical Sidewall System
▪ Tactical training situations often require the shooter to leave the firing line and advance downrange.
▪ Allows users to directly engage the sidewalls practicing dynamic real life (real-life) move and shoot scenarios safely, even at point blank distances.
▪ Tier 1, rifle rated Tactical Sidewall System is constructed of 3/8-inch AR500 steel plate covered with 2-inch thick Dura-Panel™ ballistic rubber adhered directly to the front face of the steel plate.
▪ Can accept up to 7.62 / .308 calibers.
SAFETY CEILING + SIDEWALL BALLISTIC SYSTEMS
▪ CR-2TL Target System :
▪ Premium target retrieval system easily operated by touch screen control.
▪ Reliable and repeatable positioning to within ± 1 inch (2.5cm).
▪ Protected by a 1/4” AR steel angled plate that deflects errant rounds safely
▪ Dual speed depending on distance from 7 feet per second to 12 feet per second
▪ Dynamic turning target system designed to improve live fire training through unpredictable, fast-action target presentations.
▪ Master Range Control
▪ Edge the target to the left or right and turn in increments up to 360 degrees to present a complete, unexpected turn at the direction of programmable software.
▪ Integrated LED lights mounted behind the front shield (white, red, and blue lights that are adjustable for steady-on, strobe, or off position).

Simulation Systems – laser and live fire
▪ Recommendation for light intensity at the target face should be 900 to 1100 lux
▪ Minimize sound leaving the range, all leaks into outer areas should be sealed, which includes airtight insulation around windows and doors, ducts, walls, and ceilings. Do not run ducts over a control room.
▪ Maintain a ventilation velocity supply air behind the shooter toward the target area - between 50 to 75 feet per minute (fpm)
▪ OSHA has established a permissible exposure limit (PEL) of 50 micrograms of lead per cubic meter of air (50 μg/m3), averaged over an eight-hour workday.
▪ Range maintenance is vital – regular cleaning and safety checks.
▪ Bullet trap every 3 months
