About this file
The document is an inspection report for Building R13 at the Riverside Correctional Facility. The building is approximately 28,700 square feet with 114,800 square feet of total floor space, including a basement and connected Building 13a. Building 13 primarily served as inmate housing, with visitation and intake areas connected to Building 12. Building 13a functioned as a gymnasium and auditorium, but the roof system has significantly collapsed. The building materials include a poured concrete basement, concrete block walls with exterior brick, and terrazzo and vinyl floor tile. Vinyl floor tile throughout Building 13 contains asbestos-containing material (ACM), though the associated mastic is not ACM. Some areas also contain suspended or glued-on ceiling tiles.
The related state and local contract opportunity is for the demolition of Riverside CF Building, identified as Project 636/22294. The contract is being solicited by the State of Michigan, with the project located in Ionia County. The bid attachments must be uploaded to the SIGMA VSS system, and no hard copies will be accepted. Bidders are instructed to submit questions via email to Alexi Koltowicz, and not through the VSS system. The bid submission deadline is 2:00 p.m., and late submissions may only be accepted on a case-by-case basis with approval from the Department of Design and Construction.

Summary HMA Inspection
Riverside
Building R13 TriMedia Project 2022-3340
Inspection Report for Building R13
BUILDING DETAILS
Building R13 covers approximately 28,700 ft2 and includes approximately 114,800 ft2 of floor space, including basement areas. An additional 6,000 ft2 is covered by the connected Building 13a. The buildings are connected both above and below grade. Building 13 served primarily as inmate housing but includes visitation and intake areas. Visitation and intake areas are connected to
Building 12. Building 13a functioned as a gymnasium and auditorium. The roof system in Building
13a has significantly collapsed.
The building is constructed on a poured concrete basement tunnel with attached crawlspaces
(permit required confined spaces). The structural wall is constructed of concrete block with exterior brick fascia and interior plaster applied directly to concrete block. Flooring consists of terrazzo and vinyl floor tile. Vinyl floor tile throughout Building 13 is ACM. Mastic associated with ACM is not
ACM. Some areas contain suspended or glued on ceiling tiles. In the visitation area glue pods associated with ceiling tiles returned results indicating <1% asbestos.
Original hall radiators utilize feed/return lines buried into the primary interior wall construction. No
Thermal System Insulation is visibly associated with hallway radiators. Exterior wall radiators in common rooms have exposed feed/return pipes insulated with ACM TSI. ACM TSI risers are present at stairwells, and ACM TSI is present in lavatory/shower chases. There are 5 Air Handling Units in select areas above the third story that contain ACM vibration gaskets. Inaccessible crawl spaces are present adjacent to the air handler rooms. ACM TSI is present throughout the basement level. Tunnels containing significant quantities of ACM TSI connect from Building 10 and to the remainder of the facility.
Some areas of inmate housing areas have secondary air handler units installed in hallways. TSI associated with these units is fiberglass and non-asbestos hard elbows.
Window glazing throughout Building 13 is ACM.
TriMedia was unable to identify roof access. It is assumed that the roofing is original roofing capped with oriented strand board and membrane as seen elsewhere on the facility. Building 13 roofing materials are assumed to contain asbestos. The collapsed roof of Building 13a contains ACM tar paper.
SAMPLING RESULTS – ASBESTOS
TriMedia collected a total of 61 samples (consisting of 91 layers) in Building R13 of suspect asbestos-containing materials to be submitted for laboratory analysis.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.

Building R14
Inspection Report for Building R14
Building R14 was used as food service and covers approximately 22,500 ft2 and partially on a concrete slab. The west portion of Building R14 covers two stories (approximately 12,000 ft2) and Building 14 is connected to Building 15 along the south wall. Below grade areas are present in
Building R14, including crawlspace areas under the section of Building R14 which connects to
Building R13. Slabs, foundations, and below grade areas are poured concrete. The structural walls are CMU block construction with brick exterior fascia. Interior surfaces include painted block and plaster.
Finish materials include plaster, vinyl floor tile, vinyl cove base, ceramic block, drywall, suspended ceiling tiles, glued ceiling tiles, and quarry tile. There are multiple walk-in coolers with refrigerant units present. The majority of commercial kitchen equipment is present in the building, and significant quantities of office furniture and supplies are present in the west portion of the building.
The majority of hard elbows present are non-ACM and the majority of identified TSI is fiberglass;
however, roof drain elbows are ACM and ACM TSI is present in the building. Mastic and window packing present in the section connected to Building 13 is ACM.
Plaster skim coat and window glazing sampled in Building 14 returned analytical results of <1% asbestos.
SAMPLING RESULTS – ASBESTOS
TriMedia collected a total of 54 samples (consisting of 74 layers) in Building R14 of suspect asbestos-containing materials to be submitted for laboratory analysis.
Asbestos was detected at concentrations above the regulatory limit for Asbestos Containing
Material in the following materials sampled.
223340-R-14-06 Plaster layer <1% Chrysotile
223340-R-14-07 Plaster layer 0.50% Chrysotile (point count)
223340-R-14-08 Plaster layer 0.25% Chrysotile (point count)
223340-R-14-12 Mastic layer under red tile 4% Chrysotile
223340-R-14-24 Glazing 0.7% Chrysotile
223340-R-14-25 Glazing 0.8% Chrysotile
223340-R-14-37 Window Packing 6% Chrysotile
223340-R-14-42 SE TSI 2% Amosite and 20% Chrysotile
223340-R-14-48 Roof drain elbow TSI 6% Chrysotile
223340-R-14-49 Roof drain elbow TSI 7% Chrysotile
Identified ACM estimated quantities:
2,700 square feet of ACM mastic.
355 linear feet of ACM TSI.
40 Roof drain elbows.
8 windows impacted by ACM packing. Approximately 160 linear feet (0.3 ft 3) of packing.
23,000 square feet of assumed roofing.
Complete analytical laboratory results have been enclosed for your records. Sampled materials, locations and analytical results have been summarized in Table 1: Materials Sampled and Found to Not Contain Asbestos and Table 2: Materials Sampled and Found to Contain Asbestos.
