Addendum 3

Deerfield / Riverside Questions and Answers

1. What types of underground utilities are required to be removed completely? Are there any that will be acceptable to be cut and abandoned in place?

Answer: All buried utilities shall be removed in full except active municipal lines which include a water main located on the east end of the subject property (Riverside) and a municipal sewer line located within the Riverside portion of the subject property. Known municipal utilities are marked on the provided site drawings. The Contractor shall coordinate with municipal or private utilities to cut, cap, and appropriately abandon service feeds for the subject property.

2. What kind of backfill material will be required?

Answer: The Contractor shall provide clean backfill material. Regarding, including the use of borrow material, will be allowed providing it does not negatively impact stormwater drainage of the subject property.

3. Will topsoil be required along with grass seed and mulch?

Answer: Restoration of the subject property shall be completed in accordance with MDOT specifications as referenced in the project specification. Site topsoil, including from borrow, may be used for site restoration.

4. Per the specifications, will the contractor workforce be required to maintain 51% minimum Michigan residency?

Answer: The Contractor shall meet specification requirements for prevailing wage and associated requirements.

5. The anticipated timeframe required for issuance of contract documentation once a selection is made (mid-May) will be difficult to achieve (essentially within 1 month) and quite possibly could cause the anticipated start date of June 2023 to be pushed. Taking into consideration our recent permitting experience on similar projects, the likelihood of getting the SESC & demo permit between notice of intent to award and the project start may not allow enough time. If there is a start date delay, will the project schedule be extended into Spring 2024? This should also be considered if restoration efforts of grass seed and mulch will be required since germination during winter months will be difficult at best, if not impossible to achieve.

Answer: The contract length will be extended until the end of 2023 per the issued addendum. Adjustments to contract length and project schedule may be considered on a case-by-case basis.

6. Is the contractor responsible for removing the gas utilities shown on Riverside Addendum #1 drawing M100?

Answer: The Contractor will be responsible for appropriately cutting and capping the gas supply line parallel to the access road (shown in drawing M100) in coordination with the utility supplier in the vicinity of the Limits of Demolition. The Contractor will not be required to remove the gas line to W. Riverside Drive.

7. Riverside Addendum #1 P.39 is small, difficult to read when blown up and not to scale. What extent of underground utilities are required to be removed on this sheet? Is there a better version to use as a reference?

Answer: The provided drawings are for reference only and do not constitute engineer drawings. All buried utilities within the limits of demolition, except in use municipal utilities, shall be removed by the Contractor.

If additional drawings are obtained, they will be provided to the Contractor.

8. Riverside Addendum #1 P.21 for building #13a shows a tunnel on the North side that is not reflected on Figure 2 provided in the bid set outlining the other tunnels. Is there also a tunnel here that needs to be removed? If so, do we know the extents?

Answer: During Hazardous Materials Assessment field work, the tunnel shown on the referenced drawing for Building 13A ends at an electrical service room (Shown in site photos associated with Building 13). No additional tunnel area to the north of the electrical service room was discovered.

9. The bid summary states that Builders Risk Insurance is required to be provided by the contractor unless otherwise indicated in the bid documents. The only other location in the specs we can see that Builders Risk is mentioned is in article 7.6.1 as pollution liability insurance. Is builders risk insurance going to be a requirement for this project?

Answer: Builder’s Risk Insurance shall be required for this project.

10. Is the requirement of the Alternate #1-3 pricing to provide a cost difference to leave the main R1, R2 & R6 structures in place, but demolish the attached silos for building R2 & R6 as well as any loose contents inside of all structures? Base bid is assumed to be complete removal of structures, silos, and interior contents complete. Please confirm.

Answer: The base bid shall include complete demolition of R1, R2, and R6. The requirements of Alternate #1-3 shall include removal of all loose contents from R1, R2, and R6 without any demolition of structures.

Potential demolition of silos associated with R2 and R6 may be addressed with the selected Contractor depending on the acceptance of Alternate #1-3.

11. Will demolished concrete & brick be allowed for use as backfill material? If so, will the bid date be extended to obtain vendor quotes for crushing operation?

Answer: No demolition debris will be allowed as fill.

12. Will as-builts or additional drawings be provided?

Answer: Available building and site drawings were provided in Addendum 1. These represent the extent of known drawings for the site.

13. Will an additional site visit opportunity be available?

Answer: No. The mandatory and non-mandatory site walkthroughs as listed in the specification will be the only available site visit opportunities.

14. Will the bid be extended?

Answer: No. The bid due date of April 26 will not be extended.

15. Are we able to backfill with crushed concrete or material on site? Is there a specification for type of backfill material required? Can the site be balanced with soil on site?

Answer: No building materials may be used for backfilling. Specifications for backfill material are provided in the project specification related to grading and restoration. Briefly, clean fill shall be used. Soil on site may be used for site balancing and adjustments to existing grade will be allowed, provided that grade adjustments do not negatively impact site drainage.

16. Is concrete (and asphalt) crushing allowed on site?

Answer: Yes. Crushing of recyclable concrete, masonry, and asphalt on site is allowed. Stockpiling of crushed material on site is allowed.

17. Is TriMedia providing all on site air monitoring for the project?

Answer: TriMedia will provide required clearance air sampling and appropriate perimeter air sampling related to asbestos abatement activities. TriMedia will not provide MIOSHA required personal air sampling of abatement workers. TriMedia may provide personal air sample analysis.

18. Will there be additional testing of assumed materials?

Answer: Additional sampling of some assumed materials has been completed and will be published with Addendum 2.

19. Is it possible to verify where water will be available and what hydrants are usable?

Answer: It is not possible to verify the availability of individual hydrants. The facility hydrants and lines are connected to municipal water in the southeast section of the subject property (Riverside). Hydrants throughout Riverside can potentially be charged; however, the working state of the mains and hydrants is unknown. The Contractor shall be responsible for coordination with the municipal utility operator and responsible for any water use charges.

20. Has owner removed all salvage materials from the site?

Answer: Yes. Remaining materials shall be the responsibility of the selected Contractor.

21. Are demolition permits being waved or should the associated fees be included in submitted bids?

Answer: No permits will be waived. The Contractor is responsible for obtaining necessary permits and any costs associated with necessary permits.

22. Will the project consider Minority Owned Businesses as covered by the Governor’s recent Executive Order?

Answer: Due to the project specification being developed prior to the final issuance of the executive order, classification as a minority owned business will not be used during contractor selection.

23. Will on site crushing be permitted?

Answer: Yes.

24. Will the entire tunnel system have to be removed?

Answer: Yes. All subsurface structures, regardless of depth below grade, shall be removed by the Contractor.

25. Can you clarify roof construction related to asbestos or assumed asbestos roofing materials?

Answer: Buildings R13, R16, R17, and R18 are known to have concrete roof decks.

26. Can you provide additional information related to assumed asbestos roofing material.

Answer: Additional full depth sampling of roofing material has been completed and analytical information is provided in the table included with Addendum 2. Not all roofing systems listed as assumed in the original Hazardous Materials Assessment will need to be managed as asbestos. Note that asbestos roofing materials have different requirements under MIOSHA regulations than other asbestos containing materials. Asbestos roofing does not have to be removed by licensed workers or contractors. Many commercial roofing companies are qualified to perform asbestos roofing removal.

27. Will the Contractor be required to remove materials which contain <1% asbestos prior to demolition?

Answer: No. Materials which contain <1% asbestos may be regulated by MIOSHA under historical interpretations; however, the building owner does not mandate removal prior to demolition.
