About this file
This document contains vendor questions and responses from the Office of the State Courts Administrator (OSCA) regarding ITN-2024-005-DCA for the 5th District Court of Appeal Parking Garage Corrosion Remediation & Repairs project in Daytona Beach, Florida. The project involves structural repairs, corrosion remediation, and painting work in a parking garage, with vendor site inspections scheduled for January 30-31, 2025. The work requires either a certified general contractor/building contractor license from the state or a registered general contractor/builder license from Volusia County. The garage will be vacant during construction, and all metal surfaces including the roof must be primed and painted. A one-year workmanship warranty is required in addition to manufacturer warranties for materials.
The procurement allows vendors to propose alternate material standards and additional optional services through specific sections of the ITN (8.4.1.4 and 8.4.3.3). Change orders will be permitted for hidden damage discovered after work begins that could not have been reasonably anticipated during site visits. Painting contractors without required licenses must partner with licensed contractors for structural work. X-Ray CT scanning equipment may be used during inspections with prior approval and proper certifications. While the original project engineer will not be involved, vendors may include engineering services in their proposals if deemed necessary for proper assessment and repairs.

ITN-2024-005-DCA
VENDOR QUESTIONS/OSCA RESPONSES No. 2 February 6, 2025
Question # Question (exactly as submitted) OSCA Response 1 My name is XXXXXXXXX, and I own and operate
XXXXXXXXXXX, Inc. (XXXXX), based out of Ft. Lauderdale, FL. I received an email notifying me of Parking Garage Corrosion Remediation & Repairs. I wanted to check in and see if the project is planning to utilize a coating / corrosion consultant, who is AMPP (NACE + SSPC) Certified. I have strong experience with corrosion mitigation, particularly for concrete. I am capable of writing bulletproof coating specifications, assisting with contractor selection process, and with providing in-progress quality assurance inspections, with detailed reporting.
I have attached XXXXXX’s Intro Letter, which includes a list of services that we offer.
Thank you for your offer, however we are only procuring the services included in the ITN at this time. You are welcome to participate in the procurement and submit a proposal for the requested services. Please see the procurement process in the ITN document.
2 Are contractors permitted to use X-Ray Computed Tomography to assess the extent of the damages?
Vendors may use X-Ray CT to assess the current condition of cement columns during the vendors on-site inspection on January 30 and 31, 2025.
Vendors must contact the Procurement Officer prior to bringing equipment on the property. The vendor must provide a copy of their most recent equipment inspection and certification documents and demonstrate that the operator is qualified to operate the equipment in a safe manner.

3 Do I need a General Contractor’s License to bid on this project?
A certified general contractor or certified building contractor license issued by the Department of Business and Professional Regulation and the Construction Industry Licensing Board (CILB), or a registered general contractor or registered builder license issued by Volusia County is required to perform the structural work. A copy of the license must be submitted with the response.
4 My company has a painting contractor’s license. Are we eligible to bid on this project?
Vendors without the licenses listed in #3 above would need to partner with a licensed contractor to perform for the structural repair work. A copy of the partnering agreement and copy of the license must be submitted with the response.
5 Will the engineer who performed the original engineering study be involved?
No.
6 Will we be required to have another engineering study performed?
Vendors will need to assess the current condition of the facility and determine what repairs required. If the Vendor believes that an engineer is required to make that assessment, they should include the work and cost in their response. Engineering consultation required to assess hidden damage discovered after the work has begun will be addressed through a change order.
7 Will the garage be vacant during the work? Yes.
8 Will it be possible to bring potential subcontractors to the site to assess the condition?
Yes. Appointments may be made to visit the site by contacting the Procurement Officer.
VENDORS MAY NOT CONTACT THE STAFF AT THE
DCA DIRECTLY OR VISIT THE SITE WITHOUT AN
APPOINTMENT.

9 Is the DCA expecting the existing anchor bolts be fully removed?
No. Existing anchor bolts that may be cut flush with the top of the pillar and new anchor bolts installed adjacent to the original anchor bolt.
10 Is the DCA expecting the entire roof to be painted or just spots where the corrosion is abated?
The expectation is that all metal surfaces, including the roof, will be primed and painted.
11 If issues are discovered after the work has begun, can the contract price be adjusted?
Issues discovered after work has begun requiring additional time and materials that could not have reasonably been observed or anticipated by the vendor a site visit will be addressed through a change order.
12 Are we able to propose material standards that differ from what is in the ITN?
Yes. Vendors must submit a response that meets the standards in the ITN but may propose alternate standards according to the process in the “Alternate and Optional Products and Services” sections (8.4.1.4 and 8.4.3.3) of the ITN.
13 How should the work needed on the first floor of the garage be included in the bid?
The work should be included in the response according to the process in the “Alternate and Optional Products and Services” sections (8.4.1.4 and 8.4.3.3) of the ITN.
14 What warranty period are you expecting? The expected warranty for workmanship is one (1) calendar year from the final acceptance of the work by the DCA. This is in addition to the manufacturer’s warranty for materials used.

There appears to be some corrosion on the exterior of the building that will need to be remediated at the same time as the interior work. Do you want that included in the response?
Exterior work that must be performed to ensure successful remediation or repair of the interior corrosion should be included in the response.
Other exterior corrosion remediation and repair, not directly related to the interior work, should be included in the response according to the process in the “Alternate and Optional Products and Services” sections (8.4.1.4 and 8.4.3.3) of the ITN.
