About this file

This document contains Questions and Answers related to Invitation to Bid (ITB) #10088 for Utility System Improvements at Beverly Beach State Park in Oregon. The contract opportunity is being issued by the Oregon Parks and Recreation Department (OPRD) through OregonBuys #S-63400-00007615. The purpose of the ITB is to establish a contract for site preparation, demolition, and construction of water, sewer, and electrical utilities at the Beverly Beach State Park. The document provides clarifications and responses to various questions received from prospective bidders prior to the addenda deadlines, covering topics such as electrical service, kiosk package details, product procurement lead times, utility provided equipment, and project completion timeline concerns.

The responses clarify that the utility provider, Central Lincoln People's Utility District (CLPUD), will supply and install certain equipment, while the contractor will be responsible for excavation, installation, and other related tasks. The document also notes that the contractor will need to provide storage for materials, and discusses the potential impact of commercial project plan review timelines on the project start date. OPRD states they will work with the awarded contractor on addressing any documented project delays beyond the contractor's reasonable control when finalizing the project schedule.

1. QUESTION: Technical Specification Section 16210 (Electrical Utility Services) 1.02 System Description, A. - Electrical Services: All material costs, fees and such for this work from the Utility must be known if we are held responsible according to 16210 1.02 A 2.

OPRD RESPONSE: Yes. Owner will provide everything except the footing.

3. QUESTION: We have heard from product suppliers that there may be long lead times on some of the project product component that may affect the project completion timelines. What is your plan if the specified products cannot be procured to meet the project completion deadlines?

OPRD RESPONSE: Once OPRD receives the proposed project schedule from the awarded Contractor (which should include all project components and timelines through completion), OPRD will address any known/documented potential project delays noted in the project schedule (caused by product lead time delays beyond contractor’s reasonable control), and will determine what adjustments need to be made to the project schedule at that time.

4. QUESTION: Utility provided vaults and switch boxes: Who excavates and who is responsible for a plumb and level install?

OPRD RESPONSE: See Attachment A Technical Specifications, Section 16210 - Electrical Utility Services Part 1.02C. Contractor excavates and installs vault and switch boxes provided by CLPUD.

Additional clarification: Contractor is responsible for installation of all items supplied by CLPUD that don’t specifically say that CLPUD will “supply and install”.

5. QUESTION: Utility equipment cut sheets were provided in Addenda 1, who provides material list A thru F for both transformers and switch boxes and who installs?

OPRD RESPONSE: No, the disconnects are mounted on the wall of the yurt so we do not anticipate any need for re-supporting.

My concern, with the delayed bidding process and soon to be more delays with electrical plan review and other. Project start could not happen until late September early October, so please consider project completion date be extended.

OPRD RESPONSE: Once the contract is awarded and OPRD receives the proposed project schedule from the awarded Contractor (which should include all project components and timelines through completion), OPRD will address any known/documented potential project delays noted in the project schedule (caused by factors beyond contractor’s reasonable control), and will determine what adjustments need to be made to the project schedule at that time.
