About this file
This document is Addendum #1 to Invitation to Bid (ITB) #10088 for Utility System Improvements at Beverly Beach State Park in Oregon. The addendum modifies the original ITB by replacing the Pricing Submittal Form, allowing alternate manufacturers for the main distribution panelboards, and revising several drawing sheets. The project involves site preparation, demolition, and construction of water, sewer, and electrical utilities at the state park. Key dates include a deadline of August 15, 2023 for submitting questions or protests regarding the addendum. The contract will be awarded by the Oregon Parks and Recreation Department (OPRD) and is expected to cover work within Lincoln County and Newberg City jurisdictions.
The addendum also includes responses to 31 questions received from prospective bidders, providing clarification on topics such as permits, tree removal, utility coordination, and conduit schedules. Pricing details are revised in the new Pricing Submittal Form, including adjustments to trench quantities and asphalt patching measurements. Contractors are advised to review the addendum carefully, as it constitutes a material change to the solicitation documents.

CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS
The following provides OPRD’s answers to questions received prior to the deadline for Questions and Requests for Clarification. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.
1. QUESTION: Does OPRD anticipate any lead or asbestos issues in the areas of construction?
OPRD RESPONSE: No.
2. QUESTION: What level of traffic control is expected? (from the Highway; within the Park, etc.)
OPRD RESPONSE: OPRD will post signage stating that the Park is closed to the public and place barricades across the entrance to the Park so no public traffic is expected within the Park. However, contractor must keep the roadway(s) clear of equipment to allow OPRD Park staff, service providers, and delivery trucks to access the upper maintenance yard and Water Treatment Plant at the back of the camp loops.
3. QUESTION: Loop A directional boring from roadway to pole uphill. Path is very narrow and there isn’t a lot of room at the base of the pole for an excavator. Do we dig by hand, or can trees be removed to allow an excavator better access to the pole area?
OPRD RESPONSE: Anticipate hand excavation at the base of the pole for the receiving pit. No tree removal was approved for this area.
4. QUESTION: Some of the roadways have crumbling or un-smooth edges. When we patch, do we remove and replace the bad edges, or just patch up to them?
OPRD RESPONSE: Just patch the area affected by contractor’s construction, up to the bad edges. OPRD will be repaving some of the loops in the future.
5. QUESTION: Does OPRD require a vac truck to remove dirt and debris when excavating around and under tree roots?
OPRD RESPONSE: Contractor shall choose the means and methods to excavate around tree roots, as long as OPRD’s Forrester is contacted regarding any potential cutting or removal of the tree root (see Technical Specifications). All equipment and labor costs to excavate around tree roots shall be accounted for in the trenching line item. No additional payment shall be made for contractor’s chosen methods of excavation.
6. QUESTION: Are we able to “field fit” alignment of services to pedestals at each site, or do they need to be exactly as shown on the Drawings?
OPRD RESPONSE: Some “field fit” is possible where it is not in conflict with existing wetlands and cultural resources. This “field fit” requests will be addressed on a case-by-case basis.
7. QUESTION: Is there a Geotech Report for this project – ground water level?
OPRD RESPONSE: No.
8. QUESTION: Is there a plumber requirement regarding this project?
OPRD RESPONSE: No.
9. QUESTION: What permits are we required to get except a local business license?
OPRD RESPONSE: See Attachment B - Technical Specifications, Section 01062 Permits and Exhibits 6 (General Conditions) and Exhibit 7 (Supplemental General Conditions) for permit requirements. OPRD will transfer its 1200-C Permit already received for the Project.
10. QUESTION: General note #1 on sheet E2.1 calls for demolishing the RV pedestals and disconnects for the yurts, how will they be refed?
OPRD RESPONSE: Note on E2.1 refers to the demolition of the RV pedestals. The disconnects to the yurts shall remain.
11. QUESTION: Can precast pads be used for the new RV pedestals
OPRD RESPONSE: No.
12. QUESTION: In the distribution it has Provide Eaton Pow-R-Line 3a, or approved equal. Are we able to quote a Siemens or ABB option?
OPRD RESPONSE: See Addendum item #2.
13. QUESTION: Are there any available details for the Sanitary Drain Reconstruction as called out on Sheet C2.1? Which item on the Bid Pricing page should that be included with?
OPRD RESPONSE: This is a typo on the drawing. The callout that reads “Reconstruct Sanitary Drain See Sheet X.X” should be disregarded and deleted.
14. QUESTION: Per the pre-bid conference, it was noted that approximately 200 trees will be removed from the site. Does that include root systems and root wads, or will those only be cut off above ground?
OPRD RESPONSE: Trees will cut off right at ground level. Root systems will still need excavation if they are in conflict with proposed utility locations.
15. QUESTION: On the bid pricing form, Item #4 for sawcutting and asphalt removal is based on a LF quantity that matches the AC Trench patching in Item #11. Since the item scope will be paid on a measured actual-installed basis, how will the measurement and quantity be determined? Will it be based on actual LF of sawcutting, LF of centerline of all trenches, or some other basis?
OPRD RESPONSE: Per Lineal foot of the centerline of the trench.
16. QUESTION: On the bid pricing form, the trench quantities for Items 5 through 8 do not seem consistent based on the common trenching required per the electrical plans. The overall sum of trenching length seems accurate, but the breakdown per trench type does not seem accurate. Can these numbers be verified by the owner/engineers?
OPRD RESPONSE: See Addendum item #1 and REVISED Exhibit 1 – Pricing Submittal Form
17. QUESTION: On the Bid Pricing form, Item #9, where is the 30 CY of rock excavation expected to happen? Is that anticipated to be removal of individual stones and boulders, or would that require any kind of breaking?
OPRD RESPONSE: See definition of rock excavation in Attachment A – Technical Specifications, Section 02220.1.02.B. Any excavation meeting this definition will be paid as rock excavation.
18. QUESTION: On the Bid Pricing form, Item #’s 20 and 21, can you confirm the quantities are correct? It seems these two quantities are reversed based on the plans.
OPRD RESPONSE: See Addendum item #1 and REVISED Exhibit 1 – Pricing Submittal Form.
19. QUESTION: On the Bid Pricing form, Item #11 for Asphalt Trench Patching, can this be adjusted to a volume-based quantity such as CF, CY, or a weight basis per ODOT standards?
OPRD RESPONSE: No.
20. QUESTION: On the bid pricing form, there is a specific breakout for campsite lateral trenching (Item #8), but all 3/4" Water Pipe & Fittings is lumped together for both laterals and mains in Item #16. It seems the trenching and utility breakouts would be better tracked if they were based on the same distinctions. Could Item #16 be split apart to separate the campsite laterals from the other 3/4" pipe sections?
OPRD RESPONSE: No.
21. QUESTION: Details have been provided for the owner-provided Kiosks in the plans. Are there details available for the other electrical items included in Bid Items #27 through #38? (ie. Transformers, Switches, and Subpanels) The specs have listed what is being provided and installed by the PUD, but will any prep be required of the Contractor, such as excavation for the transformer vaults, etc.?
OPRD RESPONSE: The transformers, switch-stands, and associated pads shall be furnished by the electric utility, CLPUD. The Contractor shall coordinate installation of this equipment per CLPUD requirements (See attached CLPUD Equipment cutsheets for reference only). The subpanels shall be installed on SST equipment stands, see detail included in addendum item #3, revised drawings Sheet E0.6 Electrical Details (2 of 2).
22. QUESTION: Is the owner of the project providing the arborist or is the contractor responsible for hiring one for the tree removal?
OPRD RESPONSE: OPRD will provide Forrester/Arborist.
23. QUESTION: If the contractor has to pay for utility company fees do you know what that amount is.
OPRD RESPONSE: OPRD is not aware of any such fees.
24. QUESTION: Do you have details for the utility company equipment pads.
OPRD RESPONSE: Please see attached CLUP Equipment Cutsheet for utility equipment that will be provided by CLPUD. The equipment pads will be supplied by CLPUD. Contractor shall be responsible for coordinating with the utility and installing per their standards.
25. QUESTION: Is the fiber optic conduit to be included in bid item #7.
OPRD RESPONSE: Yes.
26. QUESTION: Drawing E1.3 , conduit P300, can you clarify quantity and size of conduit.
OPRD RESPONSE: See Addendum item #3 and revised drawing Sheet E1.3.
27. QUESTION: Section 16131 specs all underground 90 degree bends be PVCGRC. There is no mention of minimum radius of bend only on drawing E1.1 when referring to Utility conduit. I assume this is at our discretion on all other underground conduits?
OPRD RESPONSE: Correct.
28. QUESTION: Section 16057, Electrical Systems Analysis, There is a typical One Line on E0.7 and multiple loops. Are you looking for power studies for each loop individually with multiply reports?
OPRD RESPONSE: Provide one power systems analysis report that is inclusive of all individual services.
29. QUESTION: Will CLPUD be providing all of the vaults and/or concrete pads for their equipment? 16210 1.02(C1a) is stated in a way that implies they are only providing a single vault.
OPRD RESPONSE: CLPUD will provide all XFMRs and switch-stands including the concrete pads for their equipment.
30. QUESTION: Can you please specify if treated lumber or composite lumber will be required for the electrical sub panels on this project?
OPRD RESPONSE: Please see addendum item #3 and revised drawing Sheet E0.6 Electrical Details (2 of 2)) which includes detail for typical equipment stands for the sub-panels. For the stands, provide stainless steel strut and hardware.
31. QUESTION: There also seems to be some confusion on drawing E1.3, conduit P321 and P322. Please clarify Power Conduit/Conductor Schedule regarding these conduits.
OPRD RESPONSE: Please see addendum item #3 and revised drawing Sheet E1.3 Conduit Schedules for clarification.
