About this file
This is a Questions and Answers document for RFP 20*1468 Large Carcass Removal, involving state and local jurisdictions across multiple Michigan service areas including Coloma, Grand Rapids, Kalamazoo, and Marshall. The RFP seeks contractor services for the removal of large animal carcasses, with bidders proposing the use of pickup trucks and/or 16-foot dump trailers that must comply with all DOT and MDOT safety regulations. Historical data indicates variable carcass removal demands across service areas, with Coloma BO recording 426 carcasses in 2018 and a single-day maximum of 42 carcasses, while Grand Rapids TSC recorded 524 carcasses in 2018 with a maximum of 34 in one day, and Kalamazoo TSC recorded 420 carcasses in 2018 with a maximum of 27 in one day. Emergency mobilization did not occur in any service area during 2018 and 2019, though optional patrols ranged from 13 per area in 2018. October and November 2019 data showed Kalamazoo TSC picking up 178 carcasses, Coloma BO picking up 135 carcasses, and Marshall TSC picking up 200 carcasses.
Key contract specifications require monthly invoicing as outlined in Schedule A and Item 6.1 of the Standard Terms and Conditions. Traffic control equipment must meet Type B (60" x 30") or Type C (96" x 48") panel specifications and remain legible and unobstructed when mounted on either truck cabs or trailers, with arrow boards mounted on back racks not permitted. Route changes require 48 hours' notice except in cases of weather or family emergencies, which must be discussed with the Program Manager or designee as soon as possible. The state indicated preference for awarding the contract to a single contractor rather than splitting it among four separate contracts, though final award determination will be based on what best serves state interests. Penalties for contract termination due to unforeseen circumstances will be determined on a case-by-case basis in accordance with Item 25 Transition Responsibilities in the Standard Terms and Conditions.
