About this file
This is an attachment to a state and local contract opportunity for the Maryland Department of Transportation (MDOT) regarding the use of ArcGIS Online (AGO) software. The document outlines the system requirements and operational procedures for contractors utilizing ArcGIS, a database management and mapping platform accessible via desktop computers and mobile devices. Contractors will be required to use ArcGIS to track carcass locations, monitor contact activity, assign and complete work orders with unique system-generated identification numbers, and submit electronic reports containing monthly and yearly counts of carcasses removed and disposed with GPS-identified locations. The MDOT Program Manager maintains authority to designate alternate representatives and approve work orders generated within the ArcGIS system, which contractors must monitor periodically for service requests and status updates. Bidders must confirm their agreement to comply with ArcGIS requirements as a condition of participation.
MDOT will provide ArcGIS software and database access at no additional cost to the contractor, with log-on credentials for read-only permission to facilitate payment processing and monthly reporting. Contractors are responsible for all costs associated with required mobile devices with cellular connectivity, which must run on Android 4.1 or later, iOS 8 or later, or Windows 10.0.586 or later operating systems. The contractor may utilize an existing ArcGIS organizational account if one is held. MDOT maintains exclusive authority to create work orders, create backups of the database, and determine what information either party may modify within the system. All work must be completed by the specified expiration date of each work order.
