About this file

This Location Specification Sheet (LSS) is a Request for Proposal issued by the Michigan Department of Transportation (MDOT) for large carcass removal and disposal services at the Coloma Business Office in the Southwest Region, serving Berrien and Van Buren counties. The contract encompasses maintenance, repair, and operations services for interstate and US routes including I-196, I-94, BL-94, and US-31. The scope of work requires one scheduled patrol per week throughout the year, with optional capacity for two additional full patrols per week during May, June, October, and November. The contractor must also provide emergency carcass removal and disposal services, with mobilization limited to a maximum of two hours per request (one hour for travel to the site and one hour for return travel). The contract is effective June 1, 2020, through May 31, 2025, with two optional one-year renewal periods, totaling a potential five-year term. The contracting agency is MDOT's Contract Services Division, with procurement inquiries directed to Klatra Pickett at 517-335-0071 and program management oversight provided by Lisa Marsh.

Bidders must provide detailed pricing for regular patrols covering approximately 210 miles, optional patrols, carcass removal and disposal services, and emergency mobilization services, with fuel surcharges calculated per Table 1 included in the proposal. The contractor is required to submit a comprehensive equipment list detailing all vehicles and equipment to be used, including make, model, engine type, approximate age, and ownership status (owned, leased, or rented). All services must be provided during daylight hours, with exceptions subject to written approval from the program manager prior to schedule implementation. Equipment failures do not constitute acceptable reasons for service deviations, and any weather-related adjustments require explicit approval from the program manager or designated representative. Invoice submissions should be directed to martine2@michigan.gov. The listed quantities are estimates based on previous activities, and the state is not obligated to purchase any specified quantity.
