About this file
This is a Location Specification Sheet (LSS) for a Request for Proposal (RFP 20-1468) issued by the Michigan Department of Transportation (MDOT) for large carcass removal and disposal services within the Grand Region Transportation Service Center, specifically covering Allegan County routes including US-131, I-196, and US-31 up to Washington Street in Holland. The contract is a five-year agreement with two optional one-year renewal periods, with an estimated start date of June 1, 2020, and an end date of May 31, 2025. Services will be provided during daylight hours and include one scheduled patrol per week throughout the calendar year on 116 miles of designated routes, with optional provisions for two patrols per week during May, June, October, and November. Additional services include emergency mobilization with a maximum of two hours of billable time per request and individual carcass removal and disposal calls. The MDOT Grand Rapids TSC is located at 2660 Leonard Street NE, Grand Rapids, Michigan 49525, with procurement contact Klatra Pickett and Program Manager Fredrick Weaver serving as primary points of contact.
Bidders are required to submit detailed equipment lists identifying all machinery to be utilized for contract performance, specifying whether equipment is owned, leased, or rented. Pricing should include unit costs for regular patrols, optional patrols, individual carcass removals, and emergency mobilization, with provisions for fuel surcharges calculated according to Table 1. Estimated quantities provided in the pricing summary are historical baseline figures and do not obligate the state to purchase any minimum amount. Contractors are responsible for complete disposal of carcasses if capacity is reached during removal operations, with no additional charge to the state, and must maintain service continuity regardless of equipment failures or weather-related conditions without deviation from the approved patrol schedule.
