About this file
This is a Location Specification Sheet for a Request for Proposal (RFP 20-1468) issued by the Michigan Department of Transportation (MDOT) for large carcass removal and disposal services at the Marshall Transportation Service Center in the Southwest Region. The contract covers three jurisdictions: Branch County (I-69), Calhoun County (I-69, I-94, I-194), and St. Joseph County (US-131). The scope of work includes one scheduled patrol per week year-round across 211 total miles, with optional capability for two patrols per week during May, June, October, and November. The contract runs for five years from June 1, 2020, through May 31, 2025, with two one-year renewal options available. Services are to be provided during daylight hours, with exceptions requiring written approval from the Program Manager. The contracting agency is MDOT, with Lisa Marsh serving as Program Manager and Klatra Pickett as the procurement contact.
The pricing structure includes unit costs for regular patrols, optional patrols, individual carcass removal and disposal services, and emergency mobilization at an hourly rate capped at two hours (one hour for travel to site and one hour for travel from site). Fuel surcharges apply per Table 1 reference. Contractors must provide a complete equipment list detailing all machinery to be used, including make, model, engine type, approximate age, and ownership status (owned, leased, or rented). Equipment failure is not an acceptable reason for schedule deviations, and any service adjustments must be approved by the Program Manager. The estimated quantities listed are based on previous activities, and the State is not obligated to purchase any minimum quantities.
