About this file

This is a Technical Proposal Response template for Service Category 2 (Multi-Tenant Contact Center Services) issued by the Florida Department of Management Services under RFP No. 26-83111500-RFP. Respondents must complete Attachment M2 to propose comprehensive contact center solutions including automatic call distribution (ACD), auto-attendant and interactive voice response (IVR), reporting and analytics, call recording, and workforce management services. The template requires detailed responses to seven prompts addressing general service offerings, ACD features, IVR capabilities, reporting and analytics functionality, recording services, workforce management tools, and miscellaneous requirements such as trunking services (TDM, SIP, data, and toll-free), remote agent data protection, multi-tenant traffic isolation, and failover design. Each prompt response is limited to a maximum of 9,000 characters. Proposals must be submitted electronically through MyFloridaMarketPlace via the SAP Business Network by 10:00 AM Eastern Time on March 17, 2026, with a public proposal opening at 11:00 AM the same day. Questions must be submitted by 5:00 PM Eastern Time on January 26, 2026. The evaluation period is anticipated to run from March 31, 2026, through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026. The contract will have an initial three-year term with renewal options available.

The RFP seeks to establish a statewide term contract with the intention to make multiple awards, though the Department reserves the right to award to one or multiple respondents statewide or by region, or to make no award based on the state's best interest. Respondents must be compliant with mandatory vendor lists, including avoiding the Suspended, Convicted, Discriminatory, Antitrust Violator, and Forced Labor Vendor Lists. Additional compliance requirements include no-offshoring certification, E-Verify compliance, Drug Free Workplace Certification, and Foreign Country of Concern Attestation. Pricing will be submitted as ceiling rates that can be negotiated lower in individual Customer Scope of Work agreements, with service tiers including single-tenant systems for up to 300 agents and multi-tenant system features. The solicitation contemplates awards for comprehensive contact center services across multiple state agencies, though no specific budget amount is disclosed in this template document.
