About this file

This document is a Questions and Answers (Q&A) addendum for the State of Oregon's Department of Administrative Services (DAS) Request for Proposal (RFP) DASPS-S10700-00013102 for Armored Transport Services. The Q&A document addresses five key questions from potential bidders regarding the RFP, with responses clarifying details about regional service areas, procurement scope, and rate proposal requirements. The RFP was advertised on Tuesday, April 15, 2025, with a closing date of Thursday, May 15, 2025, at 4:00 PM. The document confirms that the resulting agreements will be available to all state agencies and Oregon Cooperative Procurement Program participants, though state agencies will be required to use the awarded agreements.

The Q&A clarifies critical aspects of the procurement, including that rates proposed on Attachment D will not be used to add points to bidders' scores and will not be evaluated during the proposal review. Instead, rates are considered a negotiable component that will be finalized through subsequent ordering instruments between the awarded vendor(s) and authorized purchasers. The responses emphasize flexibility in rate determination, acknowledging that factors like regional remoteness, site conditions, and specific purchaser requirements necessitate individual rate negotiations. The document also indicates that while state agencies must use the resulting agreements, Oregon Cooperative Procurement Partners may use but are not required to use the contracts, providing additional procurement flexibility for participating entities.

RFP DASPS-S10700-00013102

Armored Transport Services

Advertised: Tuesday April 15, 2025

Closing: Thursday May 15, 2025 4:00 PM

The most recent responses to the questions are presented in bold font and will be located at the bottom of the document.

1.

Q; We will need a specific address for the regions in the Attachment D – Rate Proposal Form so that we can provide the rates. Are you able to provide that information?

A; Because this is a statewide procurement the resulting agreements will be available to all agencies of the State of Oregon as well as all Oregon Cooperative Procurement Program participants. DAS SPS has no way of knowing all of the locations an Authorized Purchaser may seek services for. DAS SPS seeks to establish baseline rates for regions throughout Oregon that will be further negotiated and agreed upon in writing between the parties to a Contract. See RFP Section 1.1 Introduction, Section 2.2.1 General Definitions and Section 3.3.3 Rate Proposal.

2.

Q; Will the bidder(s) that are awarded the RFP be the only Armored Car company(s) allowed to provide armored car service to the Authorized Purchasers in Oregon?

A; State agencies, subject to DAS authority, will be required to use agreement(s) resulting from this RFP. Oregon Cooperative Procurement Partners may use the resulting agreements but are not required to.

3.

Q; Section 3.3.3 - Rate Proposal - Are rates proposed on Attachment D, used in any way to add points to the bidder's score?

A; No. See RFP Section 3.3.3 and Section 4.11.10.

4.

Q; Section 3.3.3 Rate Proposal - Explain what is meant by Ordering Instrument between the Proposer and Authorized Purchaser? Is this what is currently being used, the Schedule A?

A; See RFP Section 2.2.1 General Definitions (pg. 5&7)

See also the following Attachment A – Sample Price Agreement references.

Attachment A – Sample Price Agreement Sections, 3.4, 3.8 and 3.9 (pgs. 3&9).

Attachment A – Sample Price Agreement Exhibit 1 – Statement of Services, Section 3 – Ordering Services (pg. 28-30). Attachment A – Sample Price Agreement Exhibit 2 – Service Order Process Section 1 – Purchase Orders and Section 2 – Service Order Contracts (pg. 33). Attachment A – Sample Price Agreement Exhibit 3 – Sample Purchase Order (pg. 36). Attachment A – Sample Price Agreement Exhibit 4 – Sample Service Order Contract (pg. 37-43).

The listed ordering instruments will be used by Authorized Purchasers in place of the Schedule A form currently used.

5.

Q; Section 4.11.10 - Price Evaluation - Can you please explain why the Rate Proposal will not be evaluated?

A; Rates are listed as a negotiable component of the RFP. See RFP Section 5.4.1. Final rates will be negotiated between the parties to an Ordering Instrument. See Attachment A – Sample Price Agreement Section 6.1, Attachment A – Sample Price Agreement Exhibit 1 – Statement of Services Section 4.3, Attachment A – Sample Price Agreement Exhibit 2 – Service Order Process Section 4.1 and 5.3.

Attachment A – Sample Price Agreement Exhibit 4 – Sample Service Order Contract Section 1.2.12. Attachment A – Sample Price Agreement Exhibit 7 – Sample Rate Schedule opening paragraph.

Because the final rates may be negotiated prior to a Price Agreement award and further negotiated between the parties to an Ordering Instrument, rates submitted with the Proposer’s Proposal response will not be evaluated.

Because factors such as regional remoteness, site conditions and particular Authorized Purchaser requirements are unknown to DAS and may vary, it is necessary for the parties to an ordering instrument to agree, in writing in the ordering instrument, to particular service delivery requirements and rates.
