About this file
This document is a Questions and Answers (Q&A) file for the State of Oregon's Department of Administrative Services (DAS) Procurement Services Request for Proposal (RFP) DASPS-S10700-00013102 for Armored Transport Services. The RFP was advertised on Tuesday, April 15, 2025, with a closing date of Thursday, May 15, 2025, at 4:00 PM. The procurement is a statewide initiative that will result in agreements available to all agencies of the State of Oregon and Oregon Cooperative Procurement Program participants. The document contains a single question and answer regarding the need for specific addresses in the Rate Proposal Form, with DAS SPS indicating that baseline rates for regions throughout Oregon will be established and further negotiated between the parties to a contract.
The response emphasizes the broad, flexible nature of the procurement, noting that DAS SPS cannot predetermine all potential service locations for Authorized Purchasers. The Q&A references specific sections of the RFP, including Section 1.1 Introduction, Section 2.2.1 General Definitions, and Section 3.3.3 Rate Proposal, to provide context for the approach to regional rate determination. The document appears to be part of the solicitation process, providing clarification to potential bidders about the scope and method of rate proposal for the statewide armored transport services contract.

1.
Q; We will need a specific address for the regions in the Attachment D – Rate Proposal Form so that we can provide the rates. Are you able to provide that information?
A; Because this is a statewide procurement the resulting agreements will be available to all agencies of the State of Oregon as well as all Oregon Cooperative Procurement Program participants. DAS SPS has no way of knowing all of the locations an Authorized Purchaser may seek services for. DAS SPS seeks to establish baseline rates for regions throughout Oregon that will be further negotiated and agreed upon in writing between the parties to a Contract. See RFP Section 1.1 Introduction, Section 2.2.1 General Definitions and Section 3.3.3 Rate Proposal.
