About this file
This document is a Request for Proposal (RFP) issued by the Colorado Department of Public Safety Emergency Management Division (DHSEM) for the Warehouse PPE Destruction project. The RFP seeks proposals for the disposal of expired personal protective equipment (PPE) such as disinfecting wipes, hand sanitizer, and other non-hazardous items. The quantity of pallets to be disposed will vary based on product expiration, and DHSEM seeks a flat, per-pallet pricing structure to be billed based on the actual number of pallets removed. The RFP is open to all interested parties, and proposals are due by March 26, 2024, at 2:00 PM MT. The contract will be awarded to a qualified vendor to provide the requested disposal services.
The RFP states that the hand sanitizer is packaged in 32-oz gel bottles, with 60 cases per pallet and 10 pallets currently in stock. Bidders may provide options for both disposal and recycling of the PPE items. DHSEM will consider all proposals that meet the requirements outlined in the RFP.

Questions and Answers
Q1: Can you provide the quantity of each PPE for disposal?
A1: No we cannot. It was stated in the RFP that the number of pallets would vary depending on need (expiration of products). We cannot control when a product expires, thus we cannot reliably determine how many pallets will need to be disposed of. This is why a flat, per pallet price is preferable and DHSEM can be billed based upon how many pallets are actually removed.
Q2: The cost to dispose of hand sanitizer and wipes is much higher than other PPE. Is it possible to get a total potential pallets of hand sanitizer and wipes so we can quote accurately?
A2: No we cannot.
Q3. Is it possible to get specification sheets on all the PPE to determine if recycling is an option?
A3: The only items listed for possible disposal that would require special disposal or recycling methods are Disinfecting wipes and bulk hand sanitizer. Every other item is non-hazardous and can be donated or disposed of as refuse without issue. The MSDS sheets are attached for reference.
Q4: Can we provide a bid with multiple options such as disposal and recycling so you can compare?
A4: Yes
Q5. How is the hand sanitizer packaged?
A5: There are 12 bottles of 32 oz. gel per case with 60 cases per pallet. 10 pallets in stock
Q6: What type of hand sanitizer is the waste (gel, liquid, wall cabinet refill, aerosol, etc.)?
A6: Flotek Hand Sanitizer, 70% Isopropyl Alcohol Gel w/Lavender Scent. Contains Aloe and Vitamin E.
