About this file

This document is a Request for Proposal (RFP) issued by the Colorado Department of Public Safety (DHSEM) for the disposal of Personal Protective Equipment (PPE) from their warehouse. The project, titled "Warehouse PPE Destruction", involves the disposal of various PPE items such as hand sanitizer, disinfecting wipes, and other non-hazardous products. The quantity of items to be disposed of will vary depending on product expiration, and DHSEM is seeking a flat, per-pallet pricing structure to allow for billing based on the actual number of pallets removed. Proposals are due on Tuesday, March 26th, 2024 at 2:00 PM MT, and the contract will be awarded to a qualified vendor. The contract will cover the disposal of PPE from two jurisdictions: Jefferson County and the City of Lakewood.

Regarding pricing, DHSEM is open to receiving bids with multiple options, including both disposal and recycling services, to allow for a comparison of the most cost-effective solution. The RFP also states that the only items requiring special disposal or recycling methods are disinfecting wipes and bulk hand sanitizer, while all other items are non-hazardous and can be donated or disposed of as regular refuse.

Request for Proposal (RFP) #: RFAA 2024-0208 Project Title: Warehouse PPE Destruction

Date Due: Tuesday, March 26th, 2024 at 2:00 PM MT

Questions and Answers

Q1: Can you provide the quantity of each PPE for disposal?

A1: No we cannot. It was stated in the RFP that the number of pallets would vary depending on need (expiration of products). We cannot control when a product expires, thus we cannot reliably determine how many pallets will need to be disposed of. This is why a flat, per pallet price is preferable and DHSEM can be billed based upon how many pallets are actually removed.

Q2: The cost to dispose of hand sanitizer and wipes is much higher than other PPE. Is it possible to get a total potential pallets of hand sanitizer and wipes so we can quote accurately?

A2: No we cannot.

Q3. Is it possible to get specification sheets on all the PPE to determine if recycling is an option?

A3: The only items listed for possible disposal that would require special disposal or recycling methods are Disinfecting wipes and bulk hand sanitizer. Every other item is non-hazardous and can be donated or disposed of as refuse without issue. The MSDS sheets are attached for reference.

Q4: Can we provide a bid with multiple options such as disposal and recycling so you can compare?

A4: Yes
