About this file
This document is a City of Miami Questionnaire for Request for Proposal (RFP) No. 2130386, specifically focused on Prescription Drugs ("Rx") procurement. The questionnaire is a comprehensive evaluation tool for potential pharmacy benefit management proposals, designed to assess vendor capabilities across multiple critical areas including experience, compliance, dispensing fees, formulary management, pharmacy network, claims processing, implementation planning, administrative fees, rebate programs, drug utilization review, audit procedures, and performance guarantees. The document emphasizes that while questionnaire completion is not mandatory, it is strongly encouraged as incomplete responses may negatively impact the overall proposal evaluation score.
The questionnaire seeks detailed information from proposers about their prescription drug services, including specifics on dispensing fees, discounts from Average Wholesale Price, formulary management, pharmacy network coverage, claims processing systems, implementation timelines, administrative fees, rebate guarantees, medication management services, and performance metrics. Key areas of interest include compliance with Florida HB 1550, pharmacy network coverage (targeting 95% retail pharmacy access), clinical programs, reporting capabilities, HIPAA compliance, Drug Utilization Review processes, and performance guarantees with financial penalties. The RFP appears to be structured to select a comprehensive prescription drug management partner for the City of Miami, with a contract period extending through January 1, 2027, and a focus on transparency, cost management, and service quality.
