About this file

This is a Question and Answer Set #1 document for RFP DGS 56956, issued by the California Department of General Services, Procurement Division (DGS-PD) on behalf of the California Department of Public Health (CDPH). The RFP seeks proposals for a data subscription, contractor-hosted Software as a Service (SaaS) solution with hospital onboarding services to support CDPH compliance with Assembly Bill 177 for healthcare bed capacity management. The contract term is three years with two one-year extension options. A bidder's conference was originally scheduled for March 6, 2026, but due to technical difficulties, a secondary bidder's conference has been scheduled for March 9, 2026 at 10:00 a.m. PT, accessible via Microsoft Teams and phone conference lines. Bidders who attended the initial conference are not required to attend the secondary session.

The Q&A document addresses procedural matters regarding the bidding process, specifically clarifying that bidders may submit written requests to change RFP requirements if they believe certain requirements are onerous, unfair, or impose unnecessary constraints that would prevent proposing more cost-effective or alternative solutions. Such change requests must be submitted by the deadline specified in Attachment 2, Key Action Dates. The procurement is statewide in scope, and inquiries regarding the solicitation should be directed to DGS-PD Procurement Official Eileen Tardiff at (279) 946-8013 or Eileen.Tardiff@dgs.ca.gov.
