About this file
This is a Budget Detail and Payment Provisions exhibit prepared by the California Department of Public Health (CDPH) for a Hospital Beds (HBeds) data subscription contract. The contract supports CDPH's compliance with Assembly Bill 177 for healthcare bed capacity management and involves a contractor-hosted Software as a Service (SaaS) solution with hospital onboarding services. The contract term is three years with two optional one-year extensions. Services will be delivered statewide, and the solicitation was issued by the Department of General Services Procurement Division on behalf of CDPH.
Payment shall be made quarterly in arrears upon satisfactory service delivery and invoice approval, with invoices submitted electronically to the specified CDPH address. Hospital onboarding fees are billed in arrears following service completion, while ongoing quarterly subscriptions are billed in advance and prorated to align with calendar quarters (January-March, April-June, July-September, October-December). Invoices must include the contract number, service dates, location, applicable rates, hospital facility details, onboarding completion dates, and data activation dates. The final invoice must be submitted within thirty days of contract expiration or termination and clearly marked as final. Payment is subject to Government Code Chapter 4.5 prompt payment requirements, and the State reserves the right to audit all expenditures and recover any overpayments with accrued interest. The contract is contingent on appropriation by the Budget Act, and the State may cancel or amend the contract if funding is reduced or deleted. Only costs expressly identified as allowable in the contract and approved by CDPH are reimbursable.
