About this file
This is Addendum 1 to the Statement of Work (SOW) for a contract between the California Department of Public Health (CDPH), Center for Preparedness and Response, and the Department of General Services (DGS) Procurement Division. The contract requires a contractor-hosted, pre-existing Software as a Service (SaaS) solution with hospital onboarding services to support compliance with Assembly Bill 177 for healthcare bed capacity administration. The system, known as the Hospital Bed and Emergency Medical Services Data System (HBEDS), must display real-time staffed bed availability by bed type on a secure dashboard accessible to participating hospitals and state/local government officials. The contractor shall automate data collection from hospital Electronic Medical Records/Electronic Health Records (EMR/EHR) systems, replacing manual bed-polling processes, and collect bed census and availability data by level of care, unit, and hospital. The base contract term is three years with two optional one-year extension periods. Key implementation milestones include kickoff within 30 calendar days of contract award, CDPH dashboard access within 60 calendar days, authorized user access within 180 calendar days, hospital outreach materials within 60 calendar days, and initiation of hospital onboarding within 90 calendar days. The system must operate continuously 24 hours per day, seven days per week, with live updated bed data every 15 minutes, except during planned maintenance, and email or phone support must be available during CDPH operating hours of 8:00 a.m. to 5:00 p.m. Pacific Standard Time, Monday through Friday, excluding state holidays.
The contractor must provide a SaaS solution compliant with California Department of Technology Cloud Computing policies and DGS PD 402-ITGP Cloud requirements. The system shall collect data continuously on a 24/7 basis in 15-minute increments from hospital HER/EMR systems and transmit required bed capacity data to the CDC/NHSN at least twice daily via API, while transmitting data to CDPH via API every 15 minutes. The solution must include Single Sign-On capability using SAML 2.0 or OpenID Connect/OAuth2 protocols for CDPH and Multi-Factor Authentication for all privileged access and sensitive data access. The contractor is responsible for 24/7 technical support, data validation confirming accuracy and standardization, system monitoring, troubleshooting, hospital onboarding, training for hospital and CDPH staff including live training sessions and documentation, and monthly reporting of onboarded hospitals to CDPH by the 5th of each following month. The contractor must maintain continuous availability and reliability, provide on-site work only when approved in writing, and bear all responsibility for remote service delivery without travel reimbursement. The pricing structure allows for amendments to add additional hospitals at originally agreed-upon rates, with all rates remaining constant throughout the contract period and any extension periods. The contract is contingent upon DGS approval and becomes effective only upon receipt of a notice to proceed from the CDPH Contract Administrator.
