About this file
This document is a Bidders Conference Presentation for a Request for Proposals issued by the California Department of General Services Procurement Division on behalf of the California Department of Public Health to procure a Hospital Bed and Emergency Medical Services Data System (HBEDS) Software as a Service solution. The solicitation seeks a contractor-hosted, pre-existing SaaS platform capable of receiving automated staffed bed capacity data from Electronic Medical Records and Electronic Health Records systems of General Acute Care Hospitals on a 24/7 basis in 15-minute increments. The system must transmit bed capacity data to the CDC's National Health Care Safety Network on behalf of participating hospitals, display real-time data on a statewide dashboard accessible to hospital staff and authorized partners, and provide technical support for hospital onboarding via Secure File Transfer Protocol, Application Programming Interface, or Fast Health Interoperability Resources transmission methods. The initial contract term is three years with two one-year extension options, and a single awardee will be selected. The final proposal submission deadline is April 2, 2026, at 5:00 PM, with questions due by March 10, 2026, and written responses posted by March 17, 2026.
The cost structure requires bidders to submit a completed Cost Workbook with quarterly hospital subscription access fees and per-hospital onboarding fees with no more than two decimal places and excluding sales tax. Invoicing occurs quarterly based on calendar periods, with new hospital onboarding prorated within applicable quarters and billed at the rate applicable when onboarding begins. Evaluation will be based on the bidder's approach and understanding, demonstration capabilities, cost, and applicable preferences including California certified Small Business, Disabled Veteran Business Enterprise incentive, and Target Area Contract Preference Act preferences. All proposals must be submitted in two separate volumes: Volume 1 containing the response to requirements without cost data and Volume 2 containing only the cost workbook in Excel format. The resulting contract will be issued on a Standard Form 213 and must be signed by the contractor, CDPH, and DGS, with the prime contractor serving as the sole point of contact throughout contract performance.
