About this file
This is a Quality Assurance Surveillance Plan (QASP) document that establishes the Government's procedures for monitoring and evaluating contractor performance on a Burner Management System (BMS) inspection, maintenance, and repair contract. The QASP is designed to work in conjunction with the contractor's internal quality control plan and serves as an objective assessment tool to ensure the contractor meets all contractual performance standards. The document emphasizes that the QASP is a living document subject to modification based on contractor performance and changing contract requirements, with flexibility to adjust surveillance levels as needed. Oversight and coordination of QASP activities are assigned to the Program/Project Manager, Contracting Officer's Representative, and other designated supervisory personnel.
The QASP establishes five primary performance objectives with corresponding standards and surveillance methods. These include: timely delivery of products and services with advance schedule notifications and adherence to maintenance schedules; quality product delivery through proper maintenance reporting and proactive issue identification; effective management of unscheduled repairs with minimal facility impact; safe work performance compliant with OSHA and environmental regulations, including proper Lock Out/Tag Out (LOTO) procedures; and work performed in accordance with applicable codes, regulations, and equipment manufacturer specifications. Surveillance methods include periodic inspections, unscheduled inspections, direct observation with random surveillance, review of service reports and logs, and inspection of LOTO compliance records. The Government retains responsibility for fair, objective, and consistent performance evaluation while recognizing that unforeseen circumstances outside the contractor's control may occur.

Quality Assurance Surveillance Plan (QASP)
1. PURPOSE
This Quality Assurance Surveillance Plan (QASP) is a Government-developed document used to determine if the Contractor's performance meets the performance standards contained in the contract at the contract level.
The QASP establishes procedures on how this assessment/inspection process will be conducted.
The Contractor is responsible for implementing and delivering performance that meets contract standards using its Quality Control Plan. The QASP provides the structure for the Government's surveillance of the Contractor's performance at the contract level to assure that it meets contract standards. It is the Government's responsibility to be objective, fair and consistent in evaluating Contractor performance. The Government should recognize in the performance of the QASP that unforeseen or uncontrollable circumstances might occur that are outside the control of the Contractor.
The QASP is not it intended to duplicate the Contractor's quality control plan. This QASP is a living document and will change at the Government’s discretion in accordance with changes in contract requirements and the Government’s determination of the effort required to ensure successful Contractor performance of the contract requirements. Flexibility in the QASP is required to allow for an increase or decrease in the level of surveillance necessary based on Contractor performance.
Bottom line, the Government’s performance of the QASP should ensure early identification and resolution of performance issues to minimize impact on mission performance.
